PERSONNEL BOARD <br /> MEETING OF OCTOBER 29, 1984 <br /> M SHPEE TOWN HALL <br /> The following members of the Personnel Board were present for tonight's meeting <br /> Robert W. Sullivan, Chairman; Caroline M. Gilligan, Manuel Glickman, Carrie Saunders <br /> and Ben Lo f hie. <br /> Chairman Sullivan convened the meeting at 6:00 p.m. <br /> R - <br /> Minutes of October 15 , 1984 <br /> Manuel mored to approve the minutes of October 15. Ben.Lof hie seconded. Gar'±Ie.� Saunders <br /> asked that last paragraph of the minutes under~ "Affirmative Action Policy" be corrected to <br /> include a comment she made at the meeting which was that the affirmative action policy has <br /> nearer been br•ouc ht to the attention of the Board since she was on it. Carrie went on to say <br /> 5 <br /> that such a policy should exist, since 1964 and it comes to bear~ in personnel action. Bob <br /> commented that all advertisements bear the words "An Equal Opportunity Employer". He in- <br /> formed Carrie that the Executive Secretary is the person in charge of overseeing it. Carrie <br /> asked if the' town is an affirmative action employer, then how it can decide who is a minority <br /> and female or an ethnic minor•i y. she said that the town's application does not allow a <br /> person to identify themselves and that she would bring in samples of application forms allow- <br /> ing a candidate to declare -therns lve if they so choose as the information is optional. <br /> All Board members were in ceeptance o the minutes of October~ 15 with the correction as <br /> noted by Carrie Saunders outlined above. <br /> Closing Date - Deputy Chief Position <br /> The closing date for advertisement of the Deputy Chief position was Friday, October 26. <br /> The secretary asked the Board to set a date for the interviews. Ben Lofchie asked why <br /> the Board should take time to advertise and interview for the position when it has not been <br /> funded. Jean Thomas, who was present at the meeting, agreed that the position was never~ <br /> funded as it has been kept in abeyance. She said that she had asked the Executive Secretary <br /> to dive a financial. overview. The Board was in agreement not to interview for the position <br /> until after town meeting. <br /> Ch ing Date - Building Inspector Position <br /> The closing date for the Building Inspector position was October 26. The secretary requested <br /> that a date be sot for the interview process stating that one employee from in-house applied <br /> for the position. Ben L fchie moved to advertise in the newspaper in order~ to bring in other <br /> candidates for the position. Caroline Gilligan seconded the motion. Carrie Saunders said <br /> that the motion was not in order as this Board agreed to advertise in-house and they owed <br /> the candidate' an interview. Bob Sullivan agreed that an interview for the in-house employee <br /> should be scheduled. Ben Lof hie withdrew his motion. Carrie moved to schedule a time for <br /> the interview at the Board's next me.etin , Nov ftiber- 5. Manuel Glickman seconded the motion. <br /> All present were in favor. <br /> Request for Board Secretary <br /> In a mono dated October 23, the Board was asked by -the Executive Secretary to obtain secre- <br /> ria1. assistance for the Attaquin Park Task Force Committee. The secretary advised the <br /> ,..yard that she started the advertising -in the Cape Cod Times and Falmouth Enterprise as well <br /> as in-house. <br />
