PE s oNEL-. CJD <br /> MEETING of OCTOBER.221 1984 <br /> MHPEE TOWN HALL <br /> The following members of the Personnel Beard were present for tonight's meeting: <br /> Robert W. Sullivan, Chairman, Caroline M. Gilligan, Manuel Glickman, Carrie Saunders, <br /> and Ben Lofchie. <br /> Chairman Sullivan convened the meeting at 6:00 p.m. <br /> Outreach Coordinator <br /> The Board reviewed the mento from Larry Frazier dated September 27, 1984 summarizing <br /> why the Council on Aging is requesting that a part-time Outreach Coordinator~ position <br /> be created at Town Meeting in December. Carrie Saunders said that she was in support <br /> of the part-time position hours a week at the recommended per hour~ rate. Bob <br /> Sullivan seconded the recommendation. - All Board members were in unanimous agreement. <br /> Dispatcher Finalists <br /> The Board was asked by Chief Frye through their secretary to reconsider their vote of <br /> dispatcher finalists by including Marilyn Rasche among the top three finalists by elimin- <br /> a�inc Josephine Costa. His reason for this request eras that he did not feel Josephine <br /> Costa could handle the emergency situations as she did not have any background in that <br /> field. The Board raised the question as to why the Chief did not raise his concerns <br /> the night of the interview process. Carrie commented that Ben had- asked the Chief for <br /> his input; however, the Chairman dick not allow him to respond.. Manny brought up the <br /> fact that the Board discussed receiving input from department heads at a meeting a few <br /> weeks acro and made reference to the. agreement of the Board members which was to dismiss <br /> them after the interviewing process before the Board takes a. vote. He said that he <br /> would like to receive their input. Carrie said that if the department head stays, then <br /> he should be part of the process and if they choose to leave, them they are not. <br /> The Board members were in agreement not to. change their decision of the finalists for <br /> the dispatcher position with the exception of Carrie Saunders stating that she felt the <br /> Board should take the Chief's request under consideration. Manny asked Carrie what <br /> consideration does she wane to take. Carrie responded "Bo we ware to take Chiefrecom- <br /> mendations or don't we? Ben Lofchie said that he did not want to change. Caroline <br /> Gilligan, Manuel Glickman arra Bob Sullivan were in agreement with Bern Lofchie. Carrie <br /> c m mented that the Chief was not'a'�rn <br /> at d inptitbyr'thel -ch.aitrman. Bob said that the Chi f was <br /> allowed to give his input during 'the interviews; but not during the voting process. <br /> Article re: Building Inspector <br /> Ben Lofchie told the Board that he is strongly against the article in the Falmouth <br /> Enterprise with reference to the Building Inspector position stating that the position <br /> of Assistant Building Inspector has been more or less promised to Harold Collins. He <br /> said that he, felt the Personnel Board is being snowed because the Selectmen promised <br /> individuals positions. Selectwoman Thomas, who was present at the Board's meeting, <br /> said that she did not know where they got their~ information as she was not responsible <br /> for it. She made reference to the meeting the Board of Selectmen had with the Personnel <br /> Board explaining their positi.on. Caroline Gilligan commented that a retraction should be <br /> put in the paper. Jean Thomas again commented that she did not know where they got the <br /> information and that Maybe it was discussed at a Selectmen's meeting. Ben Lofchie said <br /> that he did not want any one promised a job. Carrie Saunders suggested that Jean Thomas <br /> convey to her Board that information going out to the press be scr•eeened through the <br /> Executive Secretary. <br />
