PERSONNEL BOARD <br /> MEETING OF SEPTEMBER 24, 1984 <br /> MASHPEE ' WILT HARD <br /> The following members of the Personnel Board were present for tonight' meeting <br /> Caroline Gilligan, Manuel Glickman, Carrie Saunders and Ben Lofohie. <br /> Actino Chairman Gilligan convened the meeting at 6:10 p.m. <br /> Policy on Interviews <br /> The Board discussed the interviewing process and their policy of not choosing the <br /> finalists for a position while department heads are still present. The Board members <br /> agreed to take the decision making under advisement. <br /> Meeting With Selectmen - re : _Bldg. Inspections positions <br /> eleotwoman B. Jean Thomas and Selectman Will Hanson met with the Personnel Bord to <br /> discuss the proposed transition in the Building Department; specifically, the change of <br /> Harold Collins ' status from Building Inspector to Assistant Building Inspector and the <br /> promotion of Doug Boyo to' Building Inspector; the review of salary levels; and language <br /> in the Personnel Administration Plan which would allow waivers of standards in isolated <br /> Conditions. <br /> L <br /> F <br /> Selectman Hanson explained that the change in the status of the positions of Building <br /> Inspector to Assistant Building Inspector for Harold Collins is something that the Board <br /> of Selectmen have been discussing for awhile due to the tremendous work load. He said <br /> that they have run into areas where they needed a stronger hand where Harold Collins is <br /> nown so long in town. He said that Harold does not ware to retire, but does want time <br /> away from the job and one of the reasons they stressed for an assistant is that it would <br /> give somebody an opportunity to learn Mashpee and its needs. <br /> Caroline Gilligan asked the Selectmen to explain how they are going to switch loads. Will <br /> Hanson explained that they cave Harold an option to resign or to step down from his posi- <br /> tion. Manuel Glickman commented that it is the Personnel Boards' responsibility to see that <br /> procedure is followed as far as advertising for a position once it becomes vacant. Carrie <br /> Saunders Commented that it would be cleaner if the position is posted for Building Inspector <br /> once Mr. Collins' resigns and then for the Board to go through regular procedures as it <br /> would then be deme properly. Selectmen Hanson- said that if this is the procedure that the <br /> Personnel Board has to take, case closed.. Let's do it! Carrie asked if the Selectmen <br /> would take the same route for~ any other department in town? Selectman Hanson replied that <br /> it would have to depend on the situation. <br /> The Board also agreed to advertise the assistant Building Inspector position when that open- <br /> ing occurs. Discussion continued on the possibility of, making Doug Boyd the acting Build- <br /> ing Inspector. Ben Lofohie commented that if Mr. Boyd were the acting Building Inspector p <br /> you would almost be telling him that he has the position. Jean Thomas commented that if <br /> Mr. Boyd were not promoted to Building Inspector there would be the possible chance of los- <br /> ing a man who has a handle on zoning, knows how: to relate to conservation and planning and <br /> can handle the public. She said that the intentions of the Selectmen are to promote him from <br /> assistant to building inspector. <br /> x Discussion continued on an employee taking a leave of absence. Will Hanson commented that <br /> U1- <br /> e workload sluts down during the months of January, February and March in the Building <br /> Department. Carrie asked if they felt it was fair to have Harold Collins tape a leave of <br /> absence? She suggested hiring another assistant and having Mr. Collins enjoy his retirement. <br /> Jean Thomas commented that Harold does not want to retire. <br />
