A <br /> PERSONNEL BOARD r - <br /> MEETING of SEPTEMBER' 101- 1984 <br /> MA HPEE TOWN HALL <br /> The following members of 'the Personnel Board were in attendance: Caroline M. Gilligan, <br /> Manuel C1 i.c kman, Carrie Saunders and Ben Le f h i . , ; <br /> Acting Chairman Gilligan convened the meeting at :22 p.m. <br /> Educational Request <br /> The Personnel Board reviewed an Educational Request from Ed Hartin which has been pend- <br /> ing since June. The request is for a Management Project Cour _b <br /> ti- at Lesley College from <br /> Sept. 19 through Sept. . at a cost of $815. The Board also reviewed letters from sev- <br /> eral other employ ,e expressing interest in taking courses for this fiscal year. Manny <br /> Glickman motioned to reject Ed Har•tin's request on the Basis that $81.9.41 has been al- <br /> located to hire for. courses taken in July and August and in fairness to many other appli- <br /> cants, <br /> ppls- <br /> cants, doll.ars� for the: educational program must be shared. Borg Lf chie seconded the <br /> motion. All present were in favor. <br /> b <br /> t ' <br /> Manny Glickman' ..made a suggestion that full.-tire employees be allowed 20% of the education <br /> money and that part-time employees be allowed 10%. The Beard agreed. to. discuss the word- <br /> ing of the Edu; cation article more i-n depth at a. future meeting. <br /> r <br /> Meeting With Wendy Dubin <br /> Wendy met- i,.th'.the Personnel Board to discuss the many changes in the Recreation Dept. <br /> n terms o "personnel. ' She explained that the programs were run, at one time, b <br /> fk <br /> *Volunt -.er,�s and that the director ran the activities. All -were successful, which created <br /> a variety of new. programs; therefore, allowing less time for the director~ to run the <br /> ' <br /> activities aadministration, policies and meetings needed to be covered. The .town <br /> hired speetil people to teach the programs.with a recreation aisle position being set up <br /> with level. -i for teaching position and level 2 for custodial position. After~ a period <br /> of time, level 2was hot necessary and level 1 absorbed the duties. she explained that <br /> money from ,the program funded the salaries and it became difficult to pay a specialized <br /> person a der cent rate. 'Programs were then eliminated with the community school picking <br /> up gymnastics, swimming and aerobic classes. <br /> Wend lrained that during� . g th e Spring, the selectmen wanted her to manage her department <br /> better ar�d c t,down programs'. She agreed. The Selectmen recommended eliminating the <br /> secretarial position and made a 20 hour position for a recreation aide incorporating levels <br /> 1 and 2. They refined the position to meet tho needs of the department and an aisle was <br /> hired in July (who did not.work out) . At this point,. the job description for the position <br /> was revie ved.'by the Board. <br /> Manny Glickman suggested that a standard list of activities be drawn up. Wendy referred <br /> him to the town report mentioning that youth soccer, adult volleyball, adult basketball, <br /> swimming and tennis and special events were some of the things. She also mentioned that <br /> they would be looking into weight lifting and karate but hat the Executive secretary r <br /> would like to see her in a limited capacity and serving as a catalyst between groups. For <br /> example, ..Wendy mentioned how she arranged horse back riding lessons with little work on <br /> her part' , Other programs mentioned would be 4-H, baby sitting program beach comber, arts, <br /> oath employment services. <br /> t <br /> r <br /> T <br />
