Personnel -Board <br /> Minutes of July 16, 1984 <br /> Page <br /> ` k Terry asked if the conservation areas needed to be separated") Jean Thomas said that <br /> hellfish needs concentration and work as well as herring plus the conservation commission <br /> will need a full-time person eventually. Jean said that a conservation officer could be <br /> utilized twenty hours a week now. Dick asked if she were talking about hiring ars assistant? <br /> Jean said that they were looking for someone to be available to the commission right now for <br /> at least twenty hours a week. Bob Sullivan said that he agreed with Joan. He said that: an <br /> individual should be over the harbor master and shellfish warden with limes crossing back <br /> and forth. <br /> Carrie Saunders commented that it appeared as though the town is hoping to get a person that <br /> could be "alb. people" pointing out that they are suggesting in the job description that the <br /> person bring to the position a. minimum of two gears of practical experience, police enforcemet <br /> and dog control. She eommen ed that it is conceivable that a policeman could be hired who <br /> {works with dogs. She said that the town needs to go for -a management person who can coordin- <br /> ate, control and supervise or for generalness. Bob Sullivan said that he agreed as he could <br /> not see a .person wearing all hats. Selectman Hanson commented that the town would still need <br /> a conservation and dog officer. Bob Sullivan replied that the ,individual could be strong in <br /> conservation and have good management skills and concentrate i the dog area. <br /> Discussion continued along the areas of dog control. All were in agreement that they- weren't <br /> too happy with the present system of dog control. The financial situation was discussed with <br /> Jean Thomas presenting a chart to the Beare for their review. She said that licensed dogs <br /> have decreased. Will Hanson commented that if there are direct complaints, the town needs <br /> someone to handle them. Discussion was made relative to the possibility of the Police Dept. <br /> taking the job over of dog control. <br /> r~rie Saunders recapped on the discussion by saying that the harbor master, shellfish and <br /> erring ars three areas which are in place on the job description. The dog officer and <br /> conservation officer are t�o.,i areas which should have a reeds assessment done. Toe' Murphy <br /> pointed out that the herring by-laws must'.be changed as it is an elected position. <br /> Jean Thomas said that the conservation officer should have at least two years experience in <br /> resource, Dick Terry pointed out that he should have knowledge of conservation procedures <br /> and a willingness to learn. - <br /> All were in agreement that the salary would remain the same. <br /> With reference to the Town Planner interviews, the Selectmen asked the Personnel Board, if <br /> they objected to their sitting in on the interview-process as well as a representative from <br /> the Planning Board and from the Appeals Board. The Personnel Board said that if one person <br /> from each Board wanted to sit in on the interviews, they would have no objection. The Board <br /> of Selectmen. chose Dick Terry as 'their representative. <br /> The Board discussed the `psychological testing for the candidate chosen to be promoted to the <br /> Sergeant' position at the Polio ,Depa.rtment. - The process will include four hours of paper <br /> tests, three simulations, a clinical interview, and a review of the personnel folder. The <br /> sychologi st, Dr. -Guy Seymour, will point out strengths f and, weaknesses of the individual. <br /> �. <br /> ost for this testing"Will be $400. The Personnel Board Baas in agreement with 8electwoman <br /> Chomas to have the evaluation done and asked the secretary to contact Dr. eyr our to start <br /> the process. Three areas of concern that the Board would like to sea from the testing <br /> process are: if the candidate can withstand pressure, what ill happen when under stress, <br /> and if he is #suitable candidate for the 1evration in position-. <br />
