MASHPEE TOWN HALL <br /> PERSONNEL BOARD MINUTES <br /> JANUARY 9 , 1984 <br /> he followin.g members of the Personnel. Board were In attendance at tonight ' s <br /> meeting : Chairman Robert Sullivan ., Caroline Gilligan , David Hardy , Manuel <br /> Glickman and Carrie Saunders . <br /> Chairman Sullivan convened the me.etinat .m . He recapped on the re- <br /> view of salaries for elected officials in that 7. 6% was used as a p.ercent <br /> average . This was the average of salaries increased covering po pions under <br /> the Personnel Administration Plan . , Therefore , recommendations were rade to <br /> - the Finance Committee and Selectmen that the Town Clerk ' s salary be increased <br /> to $12 ,000 and that the Treasurer lCallector Is a_,.ary be i c . eased to $18F506 . <br /> The Board, t that time , recommended all other elected officials salaries to <br /> remain the same with no increase at this time . <br /> Chairman Sullivan told the Board members that he had since met with Fred <br /> Blythe of the Finance Co mitt,ee and the Executive Secretary , Joe Murphy . E - <br /> cer-pts of a memo from Joe Murphy dated December summarizing what was dis- <br /> cussed were read into the minutes as follows : the position base recommenda- <br /> tions for the Town Clerk ' s salary was changed to $14 ,000 and the position <br /> base figure re om'mended for the Treasurer/Collector was changed to $180564 . <br /> A cost of living increase of 5 .5% was added for fiscal 1983 and for l-seal <br /> 1984 bringing the salary of the Town Clerk up to $15 ., 582 . 35 as of 7/1/84 and <br /> the salary 'of the TreasurerCollector up to $200, 662 . 20 . <br /> After lengthy discussion the Board agreed to support the new recomm n.dat ` <br /> �. <br /> �� ons , <br /> but they wanted to make It clear that It was not their intent that a retro-- <br /> Dctive cost o living increase be granted for fiscal. 1983 for elected o i- <br /> l.al s or P'. A. P. employees . The Board agreed that they would support .the <br /> retro-active cost of living lease for fiscal 1983 1.f it was grafi ed be- <br /> cause of recent union , settlements so that there would be consistency in in- <br /> creases for all town employees . <br /> Discussion continued with reference to the Beard of Assessor ' s salary with a <br /> recommendation that the Finance Committee be asked to give further study in <br /> the area of cuttIngback the Assessor ' s salary now that a full-time assistant <br /> has been hired and their work schedule should be reduced . <br /> val_uat.ion Forms <br /> Evaluation forms were received back for the . ol.l.owing employees : Asst . <br /> Assessor , Recreation Secretary, Lifeguards ,, Gate Attendants , Aecreation Aides , <br /> Senior Citizens .Coordinator , Town Clerk ' s Administrative Clerk , Library Asst . <br /> Library Aide , Secretary to Personnel. Board , Special Police Officers Bcard <br /> Secretaries tc Conservation Comm'fission , Library Building Committee and Civil. <br /> Defense Committee . <br /> The Selectmen will. be scheduling meetings to evaluate department heads within <br /> the next couple of weeks . The Board agreed to review all. evaluations at <br /> their meeting of January 30 . <br /> The evaluation of the Personnel. . secretary , as done by Chairman Sullivan , was <br /> reviewed. Board members would have liked to have given input and asked that <br /> is procedure be adopted in -the future . <br /> Discussion was also made on using the evaluation form for new employees just <br /> prior to their six--month probationary period. The Board was in agreement <br /> that the form should be used and authorized the secretary to proceed on this . <br />
