i <br /> PERSONNEL BOARD <br /> MA HPE E TOWN N HALL <br /> MEETING of NOVEMBER 18, 1985 <br /> The following members of the Personnel Board were present for tonight' meeting <br /> Cha man Robert W. Sullivan) Caroline M. Gilligan, Manuel Glickman, Carrie Saunders <br /> and C. Berk Lo 'chie. <br /> Chairman Sullivan convened the meeting a ;00 p.m. <br /> Newspaper~ Article re: Harbor~ Master <br /> Faking reference to a recent newspaper article stating that Chester A. Kbblinsky is <br /> the only applicant for the Harbor Master position, Ben Dfche told the Board that <br /> a retraction or updating of the article was requested and not dome: He asked that <br /> a written letter be sent to the Falmouth Enterprise advising thea that there were <br /> four applicants for the position. Manuel Glickman moved to inform the newspaper. <br /> Caroline Gilligan seconded. All in favor.that a letter~ be sent advising them that <br /> there were four applicants for the position and that they contact the Personnel secre- <br /> tary regarding personnel issues in the future to see if information is correct. <br /> Meeting With Shellfish Commission <br /> Vernon Thomas, Richard Kuu s e l a and ,Bob Maxim met with the Personnel Board to discuss <br /> the job description which the Shellfish Commission prepared for a Shellfish Constable <br /> and to discuss salary. <br /> Chairman Sullivan asked if the commission checked with sgrrou'nding towns on the salary <br /> of what they are paying a Shellfish Constable. Vern Thomas replied that they checked <br /> around different towns and that a lot of it depends on what a person has to do saying <br /> that it how they figure it in other towns <br /> Chairman Sullivan inquired into how many shellfish assistants there were and if they <br /> plan to pay thea out of the $21 ,500. Vern Thomas said that there were Four assistants <br /> currently. Rick Kuusela said that the -full-time constable will be paid $21 ,500 and <br /> that the assistant deputies are currently paid $60 a month. He said that the town needs <br /> two deputies in Popponesset and two deputies in Waquoit and a full-time Constable. <br /> Bob Maria told the Board that most towns have two or three deputies -- Barnstable has <br /> three full-time and Sandwich has two full-time. <br /> Ben Leo hhie commented that there is more waterway in Sandwich and Barnstable. Bob <br /> Maria corrected hire by saying that Ma.shpee has mo. e as there are two major bays -- <br /> Popponesset and waquoi -- and two major~ estuaries -- Santuit and Mashpee Rivers. <br /> Chairman Sullivan said that they agreed that they wanted a Shellfish person. He asked <br /> who supervises the assistants, what their salary and hours will be. He said he would <br /> like to see something to that effect in the job description. Chairman Sullivan said <br /> that the town has been Paying for Assistant Shellfish people and had no control over <br /> where they were. He asked if the town is paying a month for six months or for twelve <br /> months. The 'Ibwn Accountant, who was present during the meeting, verified that the town <br /> spent $43.75 monthly t6four assistants -- a total of $2,100 for the year. <br /> Referring to the job description, Carrie Saunders commented that the language needed to <br /> be tighten up by determining who the person would report o, btabl shing the hours, <br /> the educational requirements and listing specific duties. <br />
