Personnel Board Minutes <br /> Meeting of November 18, 1985 Page <br /> Bob Malan said that he would expect someone to work forty hours a week or closer to 50 <br /> o 60 hours. He said that he did not want to limit the hiring of an individual because <br /> of 'the educational requirement s but that he would prefer someone with education and the <br /> knowledge of up-to-date techniques. Mr. Maxim commented that they are looking to burr <br /> 1 ,000 worth of shellfish management and. propagation. The Deputy wardens are doing the <br /> enforcement on the waters and they need someone to set up a long-range plan. it. will be <br /> a new s er ice. He said �hathere is shellfish depletion and they need replenishing a <br /> they should not be depending ,on Mother Nature. we are ten years behind other towns and. <br /> Mahpee has not been paying attention to their resources. <br /> Chairman Sullivan asked how many members were on the Shellfish Corm' nission? Mr. Maxim <br /> replied that it was created by town meeting to have five people appointed by Selectmen <br /> and to include a Shellfish officer. Currently there are three active members. The <br /> Commission meets weekly on Monday nights, attends various seminars, coordinates activities <br /> with DEQD. Chairman Sullivan asked who will supervise the Constable? Mr. Maxim -said that <br /> the Shellfish Commission would oversee the position and will report to the Selectmen. <br /> The Commission was -in agreement to revise the job description as requested by the Personnel <br /> Board. <br /> Meeting with Chief Har in <br /> Chief Harin met with the Personnel. Board o discuss job descriptions for the Fine Chief <br /> and Deputy Fire Chief positions. <br /> With reference to the Fire Chief joky description, Chief Har in explained that he changed <br /> the Job Title to "Chief of Fire and Rescue Services" as it is a more accurate description <br /> of the responsibilities of what the position en ails. .' The Professional Qualification <br /> would be "Fire officer V". Chief Hartin explained that if a vacancy ooeured, the town <br /> could utilize a professional qualification standard if they wished to test for the posi- <br /> tion. <br /> o i- <br /> ion. He pointed out that Lieutenants are examined to the level of Fire Officer~ II. He <br /> said that his status would be "Exempt" and the Pay Range was left blank at this time. <br /> The Duty Hours would be 110 hours, flextime". Chief Harin pointed out that he should <br /> not be tied to normal office hours and that flextime allows him to utilize his hours to <br /> the best advantage to the community. The Supervisory category would be "Deputy Chief and <br /> Lieutenants". Chief Har in reviewed the Job Summary and Job Dudes with the Board. <br /> Chairman Sullivan asked the Chief if he felt he should be paid more? Chief Har in re- <br /> plied "not specifically, the ques io' n could be based on statutory obligations". <br /> Manny Glickman -asked if the revised job description on the Fire Chief outlined anything <br /> beyond what the Fire Chief was originally hired for? Chief Har in replied that it defines <br /> the position better arra that there were .no neer functions. He said that it was revised <br /> for the purpose of clarification and that it was done principally to explain what the <br /> Deputy Chief was going to be doing. <br /> Manny Glickman made reference to the "Duty Hours : Flextime" and asked how he would verbal- <br /> i e L i Chief Ear in said that he felt it was explicit in that he works forty- hours. <br /> He said that there is no reference -to hours of work for his position in the P.A.P=g I <br /> addresses hours between a.m. and 4:30 p.m. He said that it is not necessary that <br /> the office hours be specified as he is on call twenty-four hours a day.
