PERSONNEL BOARD <br /> MEETING OF NOVEMBER 41 1985 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present: Chairman Robert Sullivan, <br /> Caroline M. Gilligan, Manuel Glickman, Carrie Saunders and C. Ben Lofchie. <br /> Chairman Sullivan convened the meeting at 6 :10 p.m. <br /> Shellfish Job Description <br /> Upon review of the shellfish Job Description, Chairman Sullivan had concerns about <br /> Shellfish Assistants and salary. In a memo dated October 28, the Shellfish Commission <br /> indicated that they wanted to meet with t he Personnel Burd. The Board asked that they <br /> be scheduled for their meeting of November 18. <br /> Harbor Master Position <br /> Chairman Sullivan advised Board members that interviews scheduled for this evening for <br /> the Harbor Masten position were cancelled at his request. He said that he learned that <br /> the Board of Selectmen have intentions of appointing the former Harbor Master, Chet <br /> oblinsky, which he confirmed over the weekend. <br /> Personnel Board members expressed dis atisfaction of not being;.-notified of their. inten- <br /> tions sooner and asked -that a letter be seat to the Board of Selectmen advising them <br /> that interviews with applicants had been scheduled and that consideration be given to <br /> the Personnel Board's'time as well as the ,applicants' time. <br /> M.M.A. Management Salary study -- Review of Additional Concerns . <br /> Personnel Board members reviewed correspondence from Chief Martin, Carol Kohr, Wendy <br /> Rubin and Leonore Anderson addressing additional concerns over the M.M.A. Management <br /> Salary Study, The secretary advised the Board that the M.M.A. consultant followed up <br /> on interviewing the Building Inspector on October 31 and that she provided copies of <br /> the correspondence from the department heads .to the consultant{.,' <br /> Chairman Sullivan indicated that all issues would be reviewed upon resp6ne,Nlfrom the <br /> consultants who did the Management salary Study. <br /> The secretary indicated that Wendy Rubin,the Town"'.4c cbuintari and'-,, puty.:.C3 hief Cooper�: <br /> r6qU' eS' ted_-to-!,-.Aeet with .the Beard. Chairman Sullivan asked that the Board be allowed <br /> to review the response from the M.M.A. before scheduling any meetings with the Board. <br /> Carrie Saunders commented that a job analysis should have preceded- the study. Ben <br /> agreed, that all job descriptions should be updated. Aft r:.�,furth i�-..di.scus sicn, Chairman <br /> Sullivan said that doing a job analysis after the s lacy study would create a mess. <br /> Carrie agreed and suggested that they hold -off in doing a job analysis for a few years. <br /> Ben Lof hie said he felt that job descriptions should be chanced now; such as, the <br /> Fire Chief, the Building Inspector and the Town Planner. Manny agreed that they could <br /> start on the analysis by reviewing the Fire Chief, the Building Inspector and Town <br /> Planner' s job description first. Chairman Sullivan pointed out that a lot of the issues <br /> raised relating to responsibilities in one's position was a staffing issue according to <br /> what the M.M.A. consultant said. <br /> It was noted that the job description of the Town Planner was never approved by the <br /> Board of Selectmen. <br />
