PERSONNEL BOARD <br /> • MINUTES OF OCTOBER 28, 1985 <br /> MASHPEE TOWNHALL <br /> The following members of the Personnel Board were present: Chairman Robert W. Sullivan, <br /> Caroline M. Gilligan, Manuel Glickman, Carrie Saunders and C. .Ben Lofchie. <br /> Also present at tonight's meeting were: Selectman Hanson, Selectwoman Thomas and <br /> Selectman Terry, Doug Boyd, Chief Hartin, Leonore Anderson (left early), Tom Fudala, <br /> Verne Polka, Chief Frye, Deputy Chief Cooper, Joyce Mason, Pam Davis, Carol Kohr and <br /> Ernie Virgilio as well as M.M.A. Consultants, Anita Tekle and Mike Smith. <br /> Chairman Sullivan convened the meeting at 6:30 p.m. <br /> Carrie Saunders made reference to two recent newspaper articles commenting that she <br /> was sensitive to comments that directly reflect actions of the Personnel Board. She <br /> quotted a statement in the article made by Selectwoman Thomas which said "really and <br /> truly a lot of things fell through the cracks here" with reference to the M.M.A. study. <br /> Carrie commented that Selectwoman Thomas appeared before the Personnel Board represent- <br /> ing the Board of Selectmen,.when the Board reviewed the study. <br /> Selectwoman Thomas commented that when she was present at the meeting she was not repre- <br /> senting the Board. She went on to say that when she was representing the Selectmen she <br /> would say to the Personnel Board that the Selectmen have opted her to represent them and , <br /> • sheowas at'nthe-meeting as a Board member. When she said that a lot of things fell through <br /> the cracks, the only thing addressed that night was salaries and such,as the entire plan <br /> was not addressed. ' She said that in listening to town personnel, in that a few were not <br /> interviewed and their job descriptions were not updated, this did not mean to say that <br /> the Personnel Board did it. She said that she was saying that the M.M.A. was remiss and <br /> that a lot of things did fall through the cracks when they didn't get an updated job <br /> description and they did not interview people. She said that it would make a difference <br /> in some of their comparable salaries and job descriptions of where they placed some, of <br /> the people. <br /> Carrie Saunders commented that at the meeting where the Personnel Board yielded nurmer- <br /> ous questions to.lthe consultants who did the study and raised concerns about salaries <br /> and all kinds of things, we are concerned that youcdid not mention those things. <br /> Selectwoman Thomas said that there has been no Board of Selectmen vote taken on any part <br /> of the plan and that they listened to thetownemployees. She said that any comments <br /> she made was not to deflect from what the Personnel Board is doing. She said that some <br /> of the statements which were not in the report was in protection of what the Personnel <br /> Board is trying to do. Her comments are to the M.M.A. people. <br /> Chairman Sullivan asked if all present had a copy of the proposal prepared by the Town <br /> Accountant. Chairman Sullivan said that he assumed that the input came from everybody. <br /> The Town Accountant, Verne Polka, said that the input came from each employee and that <br /> she merely prepared the report. Chairman Sullivan said that he made out a breakdown <br /> showing percentages of the dollar amount which the Board would like to address. <br /> • Nonie Anderson commented that the proposal prepared,by the Town Accountant and the per- <br /> centage schedule did not include the Board of Health positions. Verne Polka said that <br /> the reason for that was because the Board of Health has chosen to remove the Health <br /> Agent and the Assistant Health Agent from the P.A.P. <br />
