Personnel Board Meeting <br /> Minutes of October 28, 1985 Page 2 <br /> Ben Lofchie said that there is a letter stating that the State clears that the Board <br /> • of Health may:,go-ont:its own fora salary increase. Nonie Anderson said that they <br /> voted for her increase to be automatic on the first of every fiscal year instead of <br /> on her anniversary date. Ben Lofchiesaidthat the Personnel Board would take it <br /> under advisement. <br /> At this point in. the meeting, Ben Lofchie advised all present of how things evolved <br /> through the present. He said that the Personnel Board asked the Board of Selectmen <br /> to support an article for an outside consulting group to study the salaries of the <br /> executive branch. The Selectmen agreed and bids wereput out after appropriation of <br /> town meeting monies. The Personnel Board was asked to attend a meeting where two <br /> consultant names were submitted; one being the M.M.A. The Selectmen and the Personnel <br /> Board felt that the M.M.A. came up with the best proposal. The Personnel Board has <br /> had one meeting with them discussing the proposal and issued copies to all employees <br /> whose positions were studied. <br /> The attached proposal prepared by the Town Accountant versus salaries proposed by the <br /> M.M.A. were reviewedforaeach;-position. The cost to the town was also reviewed. <br /> Selectwoman Thomas commented that she understood that the Assistant Town Accountant <br /> position is 35 hours a week. She said that if an employee works 35 hours, they should <br /> be paid for 35 hours and if an employee works 40 hours, they should be paid for 40 hours. <br /> Ben Lofrhie made reference to the fact that the percentage between steps listed on the <br /> • proposal prepared by the Town Accountant were not uniform. Chairman Sullivan said that <br /> the current salary schedule under the P.A.P. had erractic percentages between steps and <br /> that was one of the reason why they recommended hiring a consultant. The Town Accountant <br /> said that she was giving the Personnel Board a scale based upon what the employee thought <br /> he should have and based upon what the M_M.A. said that other towns were paying. She <br /> said that when the Board finalizes the schedule, they would have to come up with consis- <br /> tent percentages, steps and grades. Chairman Sullivan commented that the Board would <br /> need another consultant to do that. The Town Accountant said that they would not need <br /> another consultant as you pay a Town Accountant to do these things. <br /> Ben Lofchie commented that the fact that everybody more or less is in a different grade <br /> and step has been ignored and that they do not know where they fit into the picture as <br /> far as the old or new plan. He said that in the M.M.A. proposal they have grouped to- <br /> gether those positions which they feel should be in the same category. <br /> Mike Smith, the Associate Director,+to the Fields Services Division, said that he was <br /> responsible for assembling the consulting team for this particular project. He said <br /> that Anita Tekle was the Principal Consultant and Bobby Kuough did the statistical <br /> analysis. He said that Field Services has done about 160 management studies and 16 <br /> personnel studies within the last two years in municipal government. Anita Tekle has <br /> been the Assistant Town Manager of Concord up until just recently. Bob Kuough has a <br /> Master's Degree from the School of Economics and the JFK School in statistical analysis. <br /> • Mr. Smith said that he is Town Manager in a small community in Vermont. <br /> Mr. Smith indicated that he had two concerns -- those who were not interviewed and the <br /> fact that job descriptions were not up to date. The Building Inspector was the only <br /> employee who indicated that he was not interviewed due to the fact he was out of -work <br /> on an extended illness. The Building Inspector, Town Planner and Fire Chief said that <br />
