PERSONNEL BOARD <br /> MEETING OF AUGUST 23, 19 85 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present for a Special Meeting <br /> Chairman Robert Sullivan, Caroline M. Gilligan, Manuel Glickman and C. Ben Lof hie. <br /> Chairman Sullivan convened the Meeting at 9:45 a.m. <br /> Supplementary Budget ~ <br /> The Board reviewed a memo from'the Executive Secretary dated July 25 regarding sup- <br /> plemental budgets and a' Special 'Town Meeting scheduled for December 2.. A separate <br /> omnibus article will address the supplementary budget which will include line-iters <br /> reduced in the final round of budget cuts prior to the. May meeting. The Personnel - <br /> Boara, s expense budget would fall into this category as it was cut by $206. The Board <br /> voted unanimously to request the $206 cut from the Expense Account be included in the <br /> omnibus article. A memo will be sent to the Finance Committee and.,Board of Selectmen. <br /> Appointment of Out-ReachCo-ordinator <br /> The Board reviewed a memo advising them that Joan Kimber was appointed as Out-Reach <br /> Co-ordinator. The Board was also advised by Larry Frazier, through the secretary,. <br /> that the current Out-Reach worker, Joyce Segrin had not reported into.-.-work for two <br /> days. The Board requested the secretary to contact. the Director., , Larry Frazier, <br /> advising him to door two' days pay from Joyce's weekly wages' and. to advise him to <br /> follow-up in getting files and keys back from her. <br /> Meeting With Management Consultant <br /> Anita Tekele, consultant for mass. Municipal Association) met with the Personnel Bd. <br /> to bring them up to date on the management salary survey currently being. conducted <br /> and to get the Board's input on responses from employees regarding some of the fringe:} <br /> benefits being offered by the town; i.e. ', vacation leave carry over-; increase of <br /> longevity pay; limitation o compensatory time; M-i leage reimbursement policy and also <br /> to get the Board's input on benefits not being offered; such as, credit union, dental <br /> .i nsuranoe, etc. <br /> Ms. Te ke l e made a review of the management positions which were being looked at. She <br /> indicated that the positions would be compared with nine other comparable communities <br /> for salaries as well as job descriptions. They would also be looking at fringe bene- <br /> fits being offered by other towns. <br /> The Board felt that the consultant should complete the review and submit a draft of <br /> her findings to them prior to their giving any input of what they would be in favor <br /> of or not in favor of. They requested that the information be sent to their -homes <br /> by September 6 so that it could be reviewed prion to the deadline date for submission <br /> o - articles to town meeting; which is October 2. <br /> Ms. Tekele advised that Board that she was under agreement with the town to submit <br /> completed report by September 15 and that she?-.v46u ld try to have a draft sent to them <br /> prion to that date. <br />
