PERSONNEL BOARD <br /> MEETING OF AUGUST 12, 1985 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present for tonight's meeting: <br /> Chairman Robert W. Sullivan, Caroline M. Gilligan, Manuel Glickman, Carrie Saunders <br /> and Ben Lofchie. <br /> Chairman Sullivan convened the meeting at 6:15 p.m. <br /> Sick Bank Request <br /> The Board reviewed a request for fifteen days from the sick bank to be given to Doug <br /> Boyd as a result of an extended illness. The Board reviewed Mr. Boyce's record of <br /> attendance and found that there was no abuse. The Board also reviewed the guidelines <br /> to the Sick Barak and noted that there -is n limitation to the number of sick days to <br /> be granted to an individual as it is up to the discretion of. the Beard to bo 'reviewed <br /> on a case by case basis. <br /> Caroline Gilligan moved t grant Mr. Boyd fifteen days upon receipt of a doctor' certifi- <br /> cate and upon receipt of same the sick days would be credited to his account. Ben Lofchie <br /> seconded. All present were in favor. <br /> The Board ' noted. on adding an additional section to the sick bank guidelines stating that <br /> a doctor's certificat6 should be submitted before sick dans are granted when possible. <br /> Out-Reach Co-ordinator Job Description <br /> The Board reviewed a copy of a job description prepared by the Council on Aging for the <br /> Out-Reach Co-ordinator position. All was approved with the exception of the educational <br /> requirements of a degree. <br /> Interviews for Out-Re ach Co-ordinator <br /> Tho Board interviewed candidates for the po i ti o of Out-Reach Co-ordinator along with <br /> the presence of Gertrude Cuthbert and Priscilla Hamm, Members of the Council on Aging, <br /> and the Senior Citizens Director, Lawrence Frazier. The applicants interviewed were: <br /> Joyce Segrin, Joan Kimber, Judy Mills and Carol Sisson. A review of each of the candidates, <br /> background and work experiene ,was made. A -job description was given to each candidate. <br /> Chairman Sullivan asked each member of the Council and the Director for their input. <br /> Priscilla Hamm commented that she was concerned about Joyce Begrin's record keeping as <br /> she has been reluctant-to give information to the Council. She said that it is standard <br /> in the social work procedure re to report information. with regard to Judy Mills, Priscilla <br /> said that she felt she would do a good job; however, she was inexperienced. with reference <br /> to an Kimber, Priscilla commented that she'felt this candidate was very refired and <br /> dedicated . and that her work life and reputation in the community has been positive. <br /> The fourth candidate, Carol Sisson, has had experience; however, her life has .not been <br /> positive and there has been a lot of failures. <br /> Mrs. Cuthbert commented that in terms of prior work experience, Mrs. Kimber and Mrs. Sisson <br /> have good potential. She said that -the felt Judy Mills would be pretty good on a one---to- <br /> one basis. However, she did not see her as the person-for an out-reach worker. She said <br /> that Joyce Segrin has stumbled alone well in the position; however, Mrs. Kimber and <br /> Mrs. •Sisson have out-stripped her in terms of experience. <br /> Larry Frazier said that Joyce Segrin has done a good job. He said that her time was a <br /> problem but that she was not aware that she had to be accountable for her time. He said <br /> that he did not think Judy Mills had the experience and that the other two candidates, <br /> Mrs. umber and Mrs. Sisson were good stating that he had no negative c mmehts. He said <br /> that Mrs. Segrin was brought on without sufficient direction and did not raise the right <br />
