PERSONNEL BOARD <br /> MINUTES OF APRIL 29, 1985 <br /> MAS PEE TOWN BALL <br /> The following members of the Personnel Board were in attendance at tonight' <br /> meeting: Caroline M. Gilligan, Manuel Cli kman, Carrie Saunders and C. den <br /> Lofchie. <br /> Acting Chairman Gilligan convened the meeting at :12 p.m. <br /> Personnel Minutes - 4/19 and 4/22 <br /> Manny Glickman moved to accept the Personnel Board minutes of April 19 .and April 22. <br /> Been Lofohie seconded. All present were in favor. <br /> Meeting w Chief Frye re: R c. of Sergeant Candidates .& Baring for Full-Time Full-TimePolice <br /> Officer <br /> The Board met with Chief Frye to receive his input into why the sergeant candidates <br /> were not recommended to the Board of Selectmen after~ the Personnel Board went through <br /> the entire process. Chief Frye told the Board that he reviewed the results of the <br /> examination and both candidates lacked knowledge in search and seizure and in law _of <br /> arrest. - n his opinion, candidates should have these Inowledges if they are going to <br /> be appointed as a sergeant. He told the Personnel Board that he asked the Board of <br /> Selectmen to fold off in making an appointment until the fall and, in the meantime, he <br /> would start classes after the town meeting. Ben Lofohie commented that those are <br /> things that the Board should be made aware of., Manny Glickman asked the Chief if he <br /> could earmark those weaknesses for future hiring, Caroline Gilligan made reference <br /> to the fact that not many candidates applied for the examination. The Chief said that <br /> the officiers do not want the 11 p.m. to 7 a.m. shift and that he has asked the Board <br /> of Selectmen to negotiate' for notating shifts. -If that change is implemented, he said <br /> that there would be an increase in the number of candidates. <br /> Ben Lofohie asked the Chief if he were satisfied with the company from which the tests <br /> were purchased"CChief Frye_ commented that they should look into a couple More outfits <br /> as he received comments as to the type of exam not being appropriate for Mashjaee. Ben <br /> Lofohie commented that the Chief, along with the Deputy Chief, would be more apt to <br /> advise the .Personnel Board of what exam they recommend. <br /> Carrie Saunders commented that she was shill not clear on why candidates were not ap- <br /> pointed and asked the Chief if he was suggesting that the Board loop into specific <br /> iters on the test. The Chief said that the candidates barely past aspects of the test , <br /> He suggested that the Board review the report which was seat from McCann Associates <br /> which outlined the different segments of the test. <br /> With reference to the hiring procedure of the opening for the full-time police officer, <br /> Chief Frye recommended the the position be advertised establishing a list which would <br /> be good for one year. The Personnel Board reviewed the prior list established from <br /> the test administered last December. All agreed that candidates from that list should <br /> be notified of the town' s intent to administer a new exam. The Chief indicated d that <br /> he would prefer a candidate that is a police academy graduate; however, he would con- <br /> sider other candidates providing they meet the qualifications to go to the academy. <br /> He suggested that all applicants be given the weight chart outlining the physical <br /> standards for public .safety positions. <br /> S <br />
