6 <br /> Board of Selectmen <br /> Minutes <br /> July 9, 2018 <br /> Water Quality Presentation: Brian Howes; University of Massachusetts Dartmouth: (continued) <br /> Specific findings of both the Waquoit and Popponesset Bays are showing additional nitrogen impairment as a <br /> result of a large amount of phytoplankton growth coupled with oxygen depletion, Dr. Howes indicated that <br /> chlorophyll levels were the highest on record in 2016 and 2017. This may be rare and infrequent due to <br /> environmental conditions. Heavy rains resulting in freshwater flows may be considered as the new normal for <br /> cyclical environmental events acting in a highly nitrogen enriched estuary as previous years brought forth <br /> many years of drought conditions. <br /> The monitoring program has grown to be successful in the region and has provided a sound assessment of the <br /> present health of the bays. Additional information may be found in the report dated July 6, 2018. <br /> Richard York, the Director of Natural Resources commented on the impact of the Shellfish Aquaculture <br /> Program. In 2004, the Mashpee River was seeded and harvested in 2006. The addition of seed and removal of <br /> the shellfish has resulted in no fish kills since 2005. In Waquoit the quahog aquaculture program has been <br /> ongoing for the past three years. A total of 16 million seed was added to both the Little and Great Rivers. The <br /> target harvest is 20 million quahogs. The salinity of the waters has decreased, and the algae blooms have <br /> not increased. This evidence reveals the shellfish program is a contributing factor. <br /> In considering supplemental efforts for clean water, it was determined the Board would further analyze <br /> cost projections for traditional clean water management, and bring forth a finance plan to the voters at the <br /> October Town Meeting. It was agreed this matter would be further discussed at the next meeting. <br /> NEW BUSINESS <br /> Discussion and Approval of Special Event Application: 34th Annual Autumn Escape Bike Trek, Pass Through <br /> Bike Event; Friday, September 28, 2018; American Lung Association: <br /> A Special Events Application was before the Board for the Annual Autumn Escape Bike Trek sponsored <br /> by the American Lung Association. This is the 34"' year of the annual bicycle event which raises funds to fight <br /> lung cancer and other lung diseases. <br /> The applicant, Paul Curley, Route Manager has requested to pass through the Town of Mashpee on Friday, <br /> September 28, 2018 from 11:00 a.m. to 3:00 p.m. Applicable Town Departments have signed off on the <br /> application with requirements attached. <br /> Motion made by Selectman Gottlieb to approve the Special Events Application of the American Lung <br /> Association granting passage through the Town of Mashpee on September 28, 2018 as referenced. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, none <br />
