A memo will be seat adVising Bd. of <br /> Selectmen of .this Board's Concerns. <br /> Asst. Building Inspector Applications <br /> The closing date for the Asst. Building Inspector position was today and applications <br /> were. made available for Board members . o review. The Board asked that the Building <br /> Inspector 'be given the applications to review during the week. Interviews-wiii 'no be <br /> scheduled until some time in May at the Bard's request, (Note: The secretary will <br /> be on vacation during the week of April. 21 and this was the reason f r the Board's <br /> decision plus' the fact that Town Meeting will be starting on May . <br /> Letter from, Attorney Gilman <br /> --__ __ _ -_ -Si--iii' ■Y _ _ <br /> The letter received from Attorney Gilman dated larch 28 re' garding employment contracts for <br /> department heads was reviewed with the' Board.. In summary, Attorney Gilman- states that the <br /> Personnel, Administration Plan properly establishes the terms and conditions of employment for T <br /> 'own employees including various department heads. However, in it man's opinion, the Board <br /> of Selectmen, retain authority to establish the specific terms of employment for individuals <br /> or specific positions because the, Selectmen appoint the members of the Personnel Board which <br /> adopts and administers the Plan, and because the Selectmen have the power of approval over <br /> the Plan. <br /> Letters .from Conservation Finalists <br /> A letter dated April 7 was received from Jane Broderick and a Letter- dated April. 2 was re- <br /> ceived from John Varkon.da thanking the Personnel Board for the in erview 'for the position <br /> of Conservation Officer. Ben Lofchie asked that the letters received from these individuals <br /> be sent to the Selectmen when raking the Board's recommendations for the position. <br /> Letter of Reprimand - G. Umina <br /> The Board reviewed a letter dated April 3 from the Beard of Selectmen to Patrolman Umina <br /> which is to be placed in his .personnel- file. for a six-month period ending August 13, 1986 <br /> should there be no further- findings 'by the Board ofSelectmen' of a violation of the rules <br /> and regulations of the I ashpee Police Department. <br /> The Board- also reviewed a memo received on April 7 from Chief 'Frye and Deputy Chief doper <br /> regarding the disciplinary action on Pati=olm Umina. They ate w: hc'A the ,Board of <br /> Solectmen's reprimand is totally unsatisfactory. <br /> + <br /> Use of Secretarial, Services Y 2 <br /> In follow-up to the recommendations- of the Personnel Board'. Town Accountant and Finance <br /> Committee relative to the use of secretarial services for next fiscal year, the Board of <br /> Selectmen has, issued the following standards: 1. Statutory Beards will continue to have <br /> secre arial' support services without changes. 2. Non-statutory boards are each limited <br /> o a budget 'of $200. annually. The non-statutory boards as described by the Selectmenare: <br /> Civil Defense, Design Review, Insland and Coastal Waterways, John's Pond Advisory� Attaquin <br /> Park Advisory, 'Parks & Recreation Advisory, Coals & Priorities, Cablevision and Shellfish. <br /> Commission, <br /> Bonar�,'S a 1 e Mashp ee River Land Purch as e <br /> Bands Will be solid sometime in May or June in $5,000 increments on the Mashpee River Land <br /> Purchase.
