t -2- Personnel 2-Personnel Board Minutes Meeting of April. 14, 1986 Shellfish Position, cont. candidates and recommend names in priority. order. A memo will be seat adVising Bd. of Selectmen of .this Board's Concerns. Asst. Building Inspector Applications The closing date for the Asst. Building Inspector position was today and applications were. made available for Board members . o review. The Board asked that the Building Inspector 'be given the applications to review during the week. Interviews-wiii 'no be scheduled until some time in May at the Bard's request, (Note: The secretary will be on vacation during the week of April. 21 and this was the reason f r the Board's decision plus' the fact that Town Meeting will be starting on May . Letter from, Attorney Gilman --__ __ _ -_ -Si--iii' ■Y _ _ The letter received from Attorney Gilman dated larch 28 re' garding employment contracts for department heads was reviewed with the' Board.. In summary, Attorney Gilman- states that the Personnel, Administration Plan properly establishes the terms and conditions of employment for T 'own employees including various department heads. However, in it man's opinion, the Board of Selectmen, retain authority to establish the specific terms of employment for individuals or specific positions because the, Selectmen appoint the members of the Personnel Board which adopts and administers the Plan, and because the Selectmen have the power of approval over the Plan. Letters .from Conservation Finalists A letter dated April 7 was received from Jane Broderick and a Letter- dated April. 2 was re- ceived from John Varkon.da thanking the Personnel Board for the in erview 'for the position of Conservation Officer. Ben Lofchie asked that the letters received from these individuals be sent to the Selectmen when raking the Board's recommendations for the position. Letter of Reprimand - G. Umina The Board reviewed a letter dated April 3 from the Beard of Selectmen to Patrolman Umina which is to be placed in his .personnel- file. for a six-month period ending August 13, 1986 should there be no further- findings 'by the Board ofSelectmen' of a violation of the rules and regulations of the I ashpee Police Department. The Board- also reviewed a memo received on April 7 from Chief 'Frye and Deputy Chief doper regarding the disciplinary action on Pati=olm Umina. They ate w: hc'A the ,Board of Solectmen's reprimand is totally unsatisfactory. + Use of Secretarial, Services Y 2 In follow-up to the recommendations- of the Personnel Board'. Town Accountant and Finance Committee relative to the use of secretarial services for next fiscal year, the Board of Selectmen has, issued the following standards: 1. Statutory Beards will continue to have secre arial' support services without changes. 2. Non-statutory boards are each limited o a budget 'of $200. annually. The non-statutory boards as described by the Selectmenare: Civil Defense, Design Review, Insland and Coastal Waterways, John's Pond Advisory� Attaquin Park Advisory, 'Parks & Recreation Advisory, Coals & Priorities, Cablevision and Shellfish.
