PE7_7ZS0N EL BOARD <br /> MINUTES OF AUGUST 31 1987F <br /> 1 <br /> MASHPEE TOWN HALL <br /> r <br /> i <br /> f <br /> The following Board memb-ers were present for tonight ' s meeting : <br /> Chairman Robert W . Sullivan , Manuel Glickman , Caroline Gilligan and <br /> C . Berg Lofehie <br /> 1 , <br /> Chairman Sullivan convened the meeting promptly at p,.m . <br /> Meeting With Executive Secretary re : Changes in P : . . <br /> The E.xeeutive Secretary , Joseph Murphy , met with the Board to discuss <br /> two changes to the, Personnel Administration Plan as follows : buyback <br /> of sick leave and pay differential for employees who temporarily work in <br /> a higher rated job in the absence of ars immediate supervisor . <br /> Joe explained. to the Board that all the uni ,n contracts now have buy <br /> back of sick leave for those who have accumulated sick leave in excess <br /> of sixty days . They receive one day ' s compensation ffor every three <br /> days accumulated beyond sixty days upon termination . <br /> Chairman Sullivan expressed concern about the money factor .. Berg Lfi <br /> suggested setting up a fund . Joe Murphy stated that there is no statu- <br /> tory authority- t ,createa fund at -the present time . He said that it was <br /> proposed at town meeting and was rejected back in 1-981 - 2 . He said that <br /> any time' when you have vacation or sick leave , it -is an unfunded liability . <br /> He told the Board that he was looking for it to be included in the P . .P . <br /> Chairman Sullivan stated that he had no problem in keeping the P . A. P . ire <br /> lire with the union contracts <br /> The second topic discussed was the pay differential . Joe 'Murphy asked <br /> the Board to consider allowing differential stating that there should b <br /> some compensation for ars employee if performing duties of another person . <br /> As - a point of reference , he mentioned the D.- P . W. Cont-raet ' s pay differen- <br /> tial . He told the Board that he is re cmmendinc -that the following em- <br /> ployees be considered : Deputy Police Chief , Deputy Fire Chief , Assistant <br /> Town Accountant , Assistant Bui-lding Inspector and the Administrative <br /> Assistant . Joe said that while a person is filling some of the responsi- <br /> bilities , <br /> sponsi- <br /> bilitie , he was recommending $20 a day maximum . <br /> Ben Lofehie said that he feels there' are things employees are dependent <br /> upon to do hen a, supervisor goes ori. vacation ; however , if something un- <br /> expected happened , thea he could see it . <br /> The Executive Secretary advised the Board that in the ease of his .Adminds- <br /> trat.ive Assistant , under the town . by-law he could designate her as acting ' <br /> Executive Secretary-- He told the Board 'i f he wVre to exercise his powers <br /> it would be $500 each week . He said that he felt if additional help is <br /> hired as a deputy or assistant and that person has full responsibility , <br /> there should be addit b_ nal compensation . <br /> Manuel Glickman said that he would rather see it be a longer period 07f) <br /> time than three daq arid. not anything. ,less than ,a geek is a period long <br /> enough to be meanifigful. . <br />
