f <br /> AL <br /> t <br /> PERSONNEL BOARD <br /> 4 <br /> MINUTES OF FEBRUARI 10r 1992 <br /> MASHPEE TOWN AL <br /> The fol lowing Personnel Board members were present for tonight 's <br /> meeting : Chairman Robert W. Sullivan, Leo Turo Fane Stockbridge and <br /> Rita Sousa. <br /> Chairman Sullivan -convened the meeting a 6 : 05 p .m . <br /> OLD BUSINESS ; <br /> Town Engineer <br /> Jane Stockbridge and Rita Sousa researched the request from Gregory <br /> Taylor to perform consulting engineering services for the Town of <br /> ashpee . <br /> Rita and Fane presented the Board with a draft of a memo dated <br /> February 10, 1992 which outlined recommendations and the rationale . � <br /> Rita Sousa pointed out t <br /> the Board that the Personnel Administration. <br /> Plan states . khat management and professional full -time employees work <br /> 0 hours . <br /> Rita said that she read the minutes of the Board of Selectmen ' s <br /> meting at which time this subject was discussed . Sel . Vacarro had <br /> expressed concern - in making Greg Taylor a consultant . Sel . Caffyn <br /> suggested making him a consultant in the interim until they received <br /> input from the Personnel Board . <br /> Leo suggested placing him as an engineer on site on a part-time <br /> basis . Rita pointed out that in the second to last paragraph of the � <br /> draft it `stated "should economic conditions and budgetary constraints <br /> change, and engineering projects ,increase significantly for an <br /> undetermined and lengthy period in the future, it may be necessary to <br /> fund the position of Town Engineer" . . <br /> Rita pointed out that the D. P.W. job description says .- "'other related <br /> work as required" and it says "attend many nightly meetings" . <br /> Making reference to M e in Harrington ' s memo of December 27 s.ug'ges ing <br /> a review be made of job descrlption8 descriptionto examine possibilities of <br /> merging position descriptions, Rita commented that there is no reason <br /> to meld the two job descriptions . <br /> Referring to recommendation #3 - "the services of the outside engi- <br /> neering consultant be used should either the workload be increased to <br /> a . significant degree, or specific engineering requirements are <br /> outside of Mr. Taylor' s experience or expertise", Chairman Sullivan <br /> asked what is meant by outside" <br /> Rita said that if something came up that had to be done and the <br /> Planning Board said he does not have experience then bring a4 <br /> consultant in or if1 the workload increases bring a co-nsultant in. <br /> She pointed out that Greg indicated he would put in 6 , hours a week . <br />
