PERSONNEL BOARD <br /> MINUTES F JULY 20 1992 BADE <br /> Chief Ridgeway again asked the Board what the status of a B. , 1', <br /> employee is He said that the Selectmen voted to keep his agreement <br /> in effect for sixty days until August 31st , He said that the <br /> Selectmen appointed P.A. P. employees for one year. <br /> Ben Lofchia commented that he felt a P.A*B. employee does not have <br /> the protection that a union employee has . Rita agreed that the <br /> Board should get involved in more things . She said that in her <br /> opinion once the new Executive Secretary comes on Board, the <br /> Selectmen may give him support . <br /> Discussion ente red around Personnel Board members not being ap- <br /> pointed , Chairman Sullivan indicated that the Board was there to <br /> listen. Rita Sousa explained that they caught the Board in a state <br /> because three Board members are not reappointed, <br /> Chairman Sullivan commented that the Board of Selectmen have the <br /> right to appoint or not to reappoint . Chief Ridgeway asked how they <br /> can be expected to do their job when you are only given a sixty day <br /> appointment , <br /> Fane Stockbridge asked why the Selectmen make appointments . Rita <br /> Sousa commented that it needs to be looked into. Chief Ridgeway <br /> indicated that there was a letter from Town Counsel dealing with <br /> appointments . <br /> Chief Ridgeway said that he feels he has tried to do the best for <br /> the Town and has tried to walk down the middle and not take sides <br /> politically, <br /> Grievance of Deputy Baker re; Education Incentive <br /> The Board reviewed a letter from Deputy Chief George Baker dated <br /> July 8, 19relative to non-payment of Educational Incentive 7 <br /> credits at to per credit ) . <br /> Deputy Baker explained to the Board that he has received this <br /> incentive as a F.A.P. employee for the past three years . Rita Sousa <br /> asked if he is saying that the incentive should be paid each year <br /> and even year thereafter? Deputy Baer replied "'yes" . Rita <br /> commented that the union contracts have language which states ""each <br /> year and every year thereafter" . <br /> Chief Ridgeway commented that every union in town has education <br /> incentive, Rita Sousa said that there is no way she can interpret � <br /> it for every year. <br /> i <br /> Ben commented that since three Board members are not appointed, the <br /> Board is not legal for vote . <br /> i <br /> 1 <br />
