PERSONNEL BOARD <br /> MINUTES OF JULY 30, 1992 <br /> MASHPEE TOWN HALL <br /> The following members of the Mashpee Personnel Board were present <br /> for the meeting : Robert W. Sullivan, C. Ben Lofchie, Jane <br /> Stockbridge and Rita Sousa. <br /> Bob Sullivan convened the meeting at 1 : 00 P.M. <br /> EDUCATION INCENTIVE <br /> Bob Sullivan made reference to a copy of a memo he wrote dated June <br /> 29 to the Personnel Board relative to the history of payment of <br /> Education Incentive. He asked the Board to reconsider their vote to <br /> pay Deputy Baker the $770 being requested. Ben Lofchie indicated <br /> that a majority of the Board voted to pay him. <br /> I, <br /> Chairman Sullivan also indicated that the matter would be discussed <br /> at the Selectmen ' s meeting today at 4 : 00 p.m. and that Personnel <br /> Board is asked to attend. The Board indicated that they would <br /> attend the Selectmen' s meeting . They did not change their vote . <br /> FINANCE COMMITTEE CORRESPONDENCE <br /> The Board reviewed a memo from Chairman Greelish relative to <br /> Education Incentive stating that the Finance Committee interprets <br /> the education incentive clause under the P. A. P. to mean that an <br /> employee will receive a one-time payment . <br /> EMPLOYEE OF THE MONTH PROGRAM <br /> Ben Lofchie indicated that he read in the newspaper that there was <br /> an employee-of-the-month program sponsored by the Personnel Board. <br /> He commented that the Board did not discuss this . Rita said that <br /> she was also surprised when she saw it in the newspaper and it was <br /> not Personnel Board developed or sanctioned . Bob said that he made <br /> it clear to Joyce Mason that it was his program; however, it was put <br /> into the newspaper incorrectly. Rita said that she thinks the <br /> Selectmen ought to know that the program is not endorsed by the <br /> Personnel Board. <br /> i <br /> CORRESPONDENCE FROM ASST. TOWN COUNSEL <br /> The Board reviewed a copy of a letter to Chairman Caffyn of the <br /> Board of Selectmen dated July 27, 1992 from Leslie-Ann Morse, <br /> Assistant Town Counsel relative to expiration of term of board <br /> members . It is her opinion that a board member may continue to act <br /> until such time as his successor has been appointed, confirmed and <br /> qualified. However, she points out that it is not a good precedent <br /> for the Board of Selectmen to allow these reappointments to linger. <br /> INTERVIEW FOR FLOATING CLERK POSITION <br /> The Personnel Board interviewed Jean Baggs for the position of <br /> part-time Floating Clerk. Chairman Sullivan advised Jean that the <br /> position is approved for 18 hours weekly and pays $7 . 31 an hour. <br /> The Board noted that during the past two months, Jean has worked as <br /> a volunteer with the Town in the Building Inspections office, the <br />
