PERSONNEL BOARD MINUTES OF JULY 30, 1992 MASHPEE TOWN HALL The following members of the Mashpee Personnel Board were present for the meeting : Robert W. Sullivan, C. Ben Lofchie, Jane Stockbridge and Rita Sousa. Bob Sullivan convened the meeting at 1 : 00 P.M. EDUCATION INCENTIVE Bob Sullivan made reference to a copy of a memo he wrote dated June 29 to the Personnel Board relative to the history of payment of Education Incentive. He asked the Board to reconsider their vote to pay Deputy Baker the $770 being requested. Ben Lofchie indicated that a majority of the Board voted to pay him. I, Chairman Sullivan also indicated that the matter would be discussed at the Selectmen ' s meeting today at 4 : 00 p.m. and that Personnel Board is asked to attend. The Board indicated that they would attend the Selectmen' s meeting . They did not change their vote . FINANCE COMMITTEE CORRESPONDENCE The Board reviewed a memo from Chairman Greelish relative to Education Incentive stating that the Finance Committee interprets the education incentive clause under the P. A. P. to mean that an employee will receive a one-time payment . EMPLOYEE OF THE MONTH PROGRAM Ben Lofchie indicated that he read in the newspaper that there was an employee-of-the-month program sponsored by the Personnel Board. He commented that the Board did not discuss this . Rita said that she was also surprised when she saw it in the newspaper and it was not Personnel Board developed or sanctioned . Bob said that he made it clear to Joyce Mason that it was his program; however, it was put into the newspaper incorrectly. Rita said that she thinks the Selectmen ought to know that the program is not endorsed by the Personnel Board. i CORRESPONDENCE FROM ASST. TOWN COUNSEL The Board reviewed a copy of a letter to Chairman Caffyn of the Board of Selectmen dated July 27, 1992 from Leslie-Ann Morse, Assistant Town Counsel relative to expiration of term of board members . It is her opinion that a board member may continue to act until such time as his successor has been appointed, confirmed and qualified. However, she points out that it is not a good precedent for the Board of Selectmen to allow these reappointments to linger. INTERVIEW FOR FLOATING CLERK POSITION The Personnel Board interviewed Jean Baggs for the position of part-time Floating Clerk. Chairman Sullivan advised Jean that the position is approved for 18 hours weekly and pays $7 . 31 an hour.
