PERSONNEL BOARD MINUTES
MEETING OF JANUARY 20, 1993
MASHPEE TOWN HALL
The following members of the Personnel Board were present : Chairman
Rita Sousa, Jane Stockbridge, Clerk; Robert Sullivan, and Leo Turo .
Chairman Sousa convened the meeting at 1 : 00 p . m.
The Board met for the purpose of discussing the following potential
warrant articles :
1 . P. A . P. Salary Schedule
2 . Position Upgrades
3 . Longevity Payments
4 . Education Incentives
5 . Cost of Living
Salary Schedule
With reference to the P.A. P. salary schedule, Jane Stockbridge
advised that she has drawn up a salary schedule showing expanded
steps from 5 to 10 increasing the upper steps by 2% each. She
explained that the overall spread is 30% from bottom to top . Bob
Sullivan asked if the salary schedule was similar to the Clerical
Contract . Jane replied that it is similar and that the Clerical
Union has had ten steps for two years . She said that this is one of
the reasons why people are constantly being reclassified . Also,
each grade level is so close, you can ' t put anyone in Step 4 of the
next grade if you are promoting them. She said it is important for
these steps to be added .
Rita commented that it is the first cut to bringing equity. Bob
pointed out that they ( the Selectmen and the Finance Committee ) will
ask what the cost will be to the town . Rita mentioned that the
Personnel Assistant is working on the figures .
Position Upgrades
The Board discussed submitting three separate articles for upgrades :
1 . Personnel Assistant to Personnel Administrator, Grade 10, Step 5
to Grade 12, Step 3 .
2 . Board Secretary (Board of Appeals ) to Administrative Secretary,
Grade 5, Step 5 to Grade 8, Step 2 .
3 . Program Supervisor ( Leisure Services ), Grade 6, Step 1 to Grade
8, Step 1 .
The above recommendations are based on the reclassification study of
all P . A. P . positions conducted by Jane Stockbridge .
