6' <br /> PERSONNEL BOARD MINUTES PAGE 2 <br /> MEETING OF FEBRUARY 10, 1993 <br /> The Police Department has some staffing problems . They haven ' t <br /> replaced Bill Hauck . They have four full-time dispatchers and three <br /> to four non-standard employees . <br /> Rita said that she spent two hours in a meeting with Chief Frye and <br /> Administrative Assistant Barbara Horton . Since July, Jean Lotrionte <br /> has put in 1100 hours . There have been only two weeks where she <br /> worked under nineteen hours . In August, she worked over 40 hours <br /> each week and received overtime. <br /> The Chief thought this was a grievance . Rita said that she did not <br /> consider this a formal grievance and that she told the Chief that <br /> they would like to get this handled so that it is fair to the indi- <br /> vidual and fair to the town. She told the Chief that they should <br /> not be working the non-standard employees more than 999 hours . <br /> They discussed waiving the probation because of all the hours which <br /> Jean has worked . However, the Chief would like to see her stay on <br /> probation until July because he is still in the process of <br /> evaluating her. Rita said that she proposed that Jean be advanced <br /> the week of sick time pro-rated . She can take the time and elect to <br /> do one of two things -- be paid for January 16 or use this time <br /> between now and July, 1994 . She will not get vacation until July. <br /> The Chief was in agreement with this . <br /> Bob asked what stop gap ( in terms of the hours ) do we have? Rita <br /> indicated that the Chief has put in the paperwork to fill the <br /> full -time position. He is also requesting non-standard part-time <br /> dispatchers . <br /> REQUEST TO EXTEND TEMPORARY POSITION <br /> The Board reviewed a memo from Bob Sherman requesting to extend the <br /> temporary employee in the Conservation Department . The P.A . P. says <br /> that you can ' t have the employee more than four months without <br /> approval . They are still bogged down because of Hurricane Bob and a <br /> few other storms . After a brief discussion, the Board voted to <br /> grant an extension through the end of the fiscal year. It was noted <br /> that Bob Sherman is requesting town meeting action for the position <br /> to become regular non-standard part-time . The Board agreed to <br /> revisit the issue after town meeting if needed . <br /> SICK LEAVE POLICY <br /> The Board reviewed a letter from Amy Mosley dated January 15 <br /> relative to the use of sick leave for a medical appointment . The <br /> practice has been to leave it up to the managers to make the <br /> determination . Amy indicates that it has not been equitably <br /> enforced . Rita pointed out that according to the P. A. P. the policy <br /> is that medical appointments are not sick time . Rita said that she <br /> would talk to Amy. Discussion centered around reviewing the P.A. P. <br /> Board members were in agreement that a major part of 1993 would be <br /> spent looking at policies . <br />
