i
PERSONNEL BAD MEETING
MINUTES OF APRIL 30, 1993 PAGE 2
Bob Whritenour in turn sent a letter dated April 27,, 1993, to the
Town ' s attorneys Kopelman, asking hire to review the situation and to
provide him with an opinion by Town Meeting, Monday, May 3, a
to the
validity of the article .
Actin ire Chief
Chairman I Sousa explained to the Board that under Mass . General Law,
it says that the Fare Chief will appoint a Deputy Fire Chief but the
amount of money is as agreed by the Board of Selectmen . Therefore
as Acting dire Chief
Baker appointed Sheldon Hamblin as an Acting
Deputy . Acting Chief Baker is requesting to compensate Sheldon
Hamblin retro-active to Larch 28, at Grade 18, Sty 20 . 3,E
Rita pointed out that the Acting Chief is receiving
addItronal a
day dor the actin
position. The P. A. P. makes no provision dor some-
' one below level o a Director or Chief to receive
additional
compen-
sation.
The Chief ' s rationale is that Hamblin has the ability as
Lieutenant
to work overtime . His gross salary for last year was
He
was working anywhere from ten to twenty-five Hours overtime a
week as
a Lieutenant .
After further discussion, the Board voted to recommend the rate of
$20 - 35, Grade 18, Step 3 provided that no pay for overtime
be
granted to Sheldon as Acting Deputy Chief .
D. P. W./Kevin Hicks
In a memo dated April 13, Greg Taylor, Director of D. P, .
, advised
that Kevin Hicks ' driver' s license was suspended for onee
y ar . Greg
has asked for advice. in recommending what appropriate action should
e taken.
Rita indicated that she met with Greg Taylor and discus
ion ensued
relative to options . After lengthy discussion, the Board
voted to
recommend that no action be taken to remove Kevin Hicks from the
Skilled laborerclassification, The Board ' s rationale Is
that the
V
iolation for which Kevin was cited ( leaving the scene of an
accident, property damage did not occur on the job or with a Town
vehicle . Sevin is st.1 capable of performingall the things
s
required of a Skilled Laborer except driving . The Board felt that
it
waS not clear that any demotion would remove assignments of any
Skilled Laborer duties except driving .
The Board felt that reducing Mr. Hicks ' classificaton and wage would
g d
not solve any department problems..* i . e . , it would not automatically
provide a replacement driver.
