KNOWLEDGE & SKILLS <br /> 1 . ) Extensive knowledge of municipal accounting practices <br /> and procedures . Ability to apply knowledge to the <br /> maintenance of fiscal records , the preparation of financial <br /> reports and detailed supporting schedules. <br /> 2. ) Considerable knowledge of State and local laws , bylaws, <br /> rules and regulations pertaining to municipal finance, in <br /> order to determine legality and propriety of transactions <br /> and for compliance with State and local mandates . <br /> 3. ) Ability to compile, analyze and present acccounting <br /> information which is concise, pertinent and understandable <br /> to others both inside and outside the organization. <br /> 4. ) Ability to communicate effectively with others, <br /> especially to town officials regarding proper financial <br /> practices and procedures . <br /> 5 . ) Ability to apply accounting principals to analyze and <br /> resolve problems and to evaluate on - going accounting <br /> procedures. <br /> 6 . ) Ability to supervise and train clerical office staff and <br /> other employees of the town as to the proper procedures to <br /> be used relating to the department. <br /> 7. ) Ability to make complex mathematical calculations with <br /> a high degree of accuracy and speed. <br /> 8. ) Ability to operate a variety of office machines and <br /> equipment including but not limited to calculators , <br /> typewriters , various computer programs ( personal and <br /> main frame) . <br /> 9 . ) Ability to program specialized reports for the town <br /> officials , and department heads . <br /> SUPERVISORY CONTROLS <br /> Assistant performs work under only general direction of the <br /> Town Accountant , organizing his/her own work, resolving <br /> problems and performing a great many tasks with a high degree <br /> of independence . Refers matters to the department head <br /> only occasionally. State and local laws must be followed <br /> and observed. Applicability and interpretation of accounting <br /> principals and procedures must be applied. Other legal <br /> instruments (ie : labor agreements, contracts) and guides <br /> exist and need to be observed and followed. <br />
