PERSONNEL BOARD l S <br /> MEETING OF AUGUST I, 1996 <br /> PAGE 2 <br /> Selection Process.coat. <br /> Chairman Dunivan commented that there is a article in the contracts which state that <br /> we must post positions in-house. The Board went on to discuss the hiring process <br /> further. Selectmen Marsters indicated that there was some discussion at the <br /> Selectmen's meeting about advertising outside if only one candidate from inside <br /> applies. The criteria to be used for consideration of candidates on a promotional <br /> process was discussed -- qualifications, ability and dependability. where factors are <br /> equal in a promotional process, seniority will be considered. <br /> The Personnel Administrator said that there is also a town policy which offers tuition <br /> reimbursement and education incentives to employees. In that policy, we are <br /> encouraging employees to improve by taping courses. By doing this, they may be <br /> eligible for a promotional opportunity. She felt that we would be sending a different <br /> message to the employees if we told them that they had to apply for these positions <br /> along with outside candidates. She commented that in her opinion the in-house <br /> process should be exhausted first. <br /> More discussion was centered around the Assistant Building inspector position, with <br /> Selectmen Marsters suggesting that the Personnel Board send the Board of Selectmen <br /> memo clarifying the hiring process of this position. <br /> Ron Levine made a motion to list all future recormmendations as a primary choke and <br /> should there be other qualified applicants, they would be listed as second, third, etc. in <br /> order of qualifications. There will be a member of the Personnel Board present at the <br /> Selectmen's meeting. Marcia Lindsey seconded the motion. No further discussion. <br /> All in favor. <br /> Articles for warrant - October Town Meeting <br /> The Board discussed submitting articles for the October Town Meeting warrant. <br /> Chairman urian requested that everything cut which Personnel requested for the <br /> May Annual Town Meeting warrant be resubmitted. <br /> One article will request the Town to grant a cost of living for Personnel <br /> Administration Plan employees of 3% for FY 96 and 2.5%for FY 97. <br /> The Board discussed resubmitting an article to increase the hours of the part-titre <br /> Personnel Administrative Clerk position to full-time. Justification for this will be <br /> reviewed. No decision was made. <br /> The Board discussed submitting an article to upgrade the position of Personnel <br /> Administrator. All were in agreement. <br />
