PERSONNEL BOARD MEETING <br /> MINUTES E of DECEMBER 12,, ' 1996 <br /> DPW CONFERENCE ROOM <br /> The following members of the Personnel Board were present: <br /> Carole Dunivan, Chairman, Norma Kumin, and Marcia Lindsey, <br /> Also present: Bob Whritenour, Executive Secretary <br /> Ken Marsters, Selectmen Liaison t <br /> Marilyn Farren, Personnel Administrator <br /> The meeting convened at 9 : 10 a.m. <br /> Executive Secretary Re: Direction for Personnel Board <br /> Carole D. stated she received several calls froin Mashpee <br /> employees who are unhappy with the contracts. The work hours <br /> for PAP and clerical are 37 1/2 and r ana ement is 40 hours * <br /> They ask why doesn' t the rest of the Town work 40 hours. This <br /> has caused the morale to decline. Carole B. suggested the <br /> Personnel Board review the contracts to see if there is something <br /> the Personnel Board can do to alleviate problems . <br /> Bob W, stated the town employees are going through a transition <br /> period. There are now work rules and restrictions. PAP was <br /> the weak link in the chain. We now have work hours for managers, <br /> There are different classes of jobs . A union meeting was held <br /> last nicht, and issues were -clarified. Bob -W, stated that no <br /> one gets a paid lunch. Work hours are from a.m. t <br /> p.m. An issue arose that managers get paid for lunch <br /> and the clerical staff does not <br /> Bob W. stated that legalistic issues are increasing, i .e. drub: <br /> testin , sexual harassment. <br /> Carole D. asked how- can the Personnel Board help? <br /> Bob W. stated we meed to create a system for -the Personnel - " <br /> Administrator -to ha r . i re responsibility. <br /> Norma K. brought up the MMA classification study thatwa s done <br /> for 1.2 ,.000 and asked why the results were not used. Bob W. <br /> stated they could not adopt those recommendations while a union <br /> was forming. They subsequently adopted 10 upgrades f roi-ii the <br /> MMA study. Norma K. asked whir the Personnel Board was not -priv <br /> to this study. - Bob W. stated- we need to work toward <br /> strengthening the Personnel. Department rather than the Personnel <br /> Board. Marilyn Farren needs a full!-time administrative <br /> assistant. Marilyn F. is involved with the research to assist r <br /> Bob W. with arbitration hearings and other meetings 'which pull <br /> her away from the ffice. <br />
