Mashpee Waterways Commission <br /> Mashpee`town Hall, Mashpee, Ma <br /> Minutes of the,duly 11, 2017 Meeting <br /> Chairman Bates called the meeting to order at 9,04 AM at the Mashpee Town Hall in the Poppo nesset <br /> Meeting Roorn. <br /> Present: Ken Bates, Don Barton,Stan Healy, Don McDonald,Tint Leedhrarn <br /> Absent:Al Wickel <br /> Also in attendance;Alec Turner, Harbormaster,and Rick York, Natural Resource Director. <br /> Minutes of the June 13,2017 meeting were reviewed. Don McDonald made the motion to approve the <br /> minutes,and 2nd by Stan Healy,and unanimously approved. <br /> Appointments& Information Sessions : No updates <br /> Communications and Correspondence; A BSC invoice for the work performed on the Town of Mashpee <br /> 10 Year Comprehensive Dredging Plan was reviewed. Don McDonald grade the motion to approve the <br /> invoice for payment, and 2nd by Don Barton, and was unanimously approved by Commission members. <br /> Old Business-, <br /> Harbormaster Report- Alec Turner reported no major issues at Popponesset Bay. No complaints or <br /> issues concerning dog issues on the Spit. He issued one citation for a No Wake violation. Some boats <br /> were beached at entrance and were asked to move. There is a sign posted,, The 41t,of July activity at the <br /> Spit was quiet.. Alec mentioned that on the night of the fireworks,there was a major vessel outside the <br /> Bay that was observed at a distance to be operating at high speeds without running lights. Alec alerted <br /> the Barnstable Harbormaster of its headed direction. <br /> On the night of the 41h,Alec intercepted in waquoit Bay an overloaded vessel with 16 occupants, rated <br /> for nine; All occupants in the boat were underage and in possession of alcohol. There were not <br /> sufficient PFDs and other safety equipment.The father took possession of the craft and a So fine was <br /> levied. <br /> Also,Alec received a call on the discovery of a WW2 vintage band grenade found on the shores of <br /> Washburn Island. The finder of the device was heading to Kittle River Boatyard and was stopped in <br /> transit, A security zone was established. A demolition team was called in to assess the situation and the <br /> grenade was found to be inert. <br /> Alec reported that John's Pond boating activity is being closely monitored with additional oversight. He <br /> showed pictures of a jet ski that had beached itself when the owner lost control. He noted that some jet <br /> ski operators are not knowledgeable of PWC and/or compliance with safety issues. Alec will submit to <br /> the Town Manager a proposed plan that addresses these concerns. He stated that he will have two <br /> boats in place for monitoring during the next few weekends,when water traffic is most congested. <br />
