{ <br /> Board of Selectmen <br /> Regular- Ie e t ing <br /> Wednesday, February 11, 1987 <br /> Board members present : Willard Hanson o Chairman; B. Jean Thomas ; <br /> and Peter Lawrence . , Executive S e c re t ary o Joseph Murphy, was also <br /> present. <br /> Chairman Hanson convened the meeting at P. M. <br /> APPOINTMENTS AND HEARINGS <br /> I. Tax Classification Hearing. The Chairman and other <br /> members of the Board of Assessors were present. The Chairman pre- <br /> sented a brief explanation of the residential exemption to determine <br /> the share of taxes each classification of property will pay. He also <br /> discussed the open-space factor. .. He requested that the Board of <br /> Selectmen vote to establish tin classification" which means that <br /> everyone would be taxed at an equal valuation rate . This would rake <br /> a. taxation rate of 1 .0. After discussion, Mr. Lawrence moved to <br /> close the hearing. Selectwoman Thomas seconded the motion and the vote <br /> was unanimous . Selectman Lawrence moved that a. tax rate of 1.0 be <br /> established as recommended by the Board of Assessors . S electwoman <br /> Thomas seconded the motion. The vote was unanimous , The Chairman of <br /> the Board of Assessors explained that many lashpee residents and tax- <br /> payers own more than one improved property in the Town. The Assessors <br /> Department has no information or ability at this time as to exactly <br /> what property is the primary residence of each taxpayer and therefore , <br /> the Assessors do not have the ability to implement a residential <br /> exemption. Mr. Lawrence moved that a. residential exemption on not be <br /> a.copted for the Town of Mashpee at this time . mrs . Thomas seconded <br /> the motion. The vote was unanimous . Ir.. Lawrence roved that the <br /> classification for open-space not be applied. Mrs . Thomas seconded and <br /> the vote was unanimous . <br /> 2. Joanne Kenney-Ferragamo re . a.c, -u_i iti of parcels of <br /> �� <br /> land on the west side o f the M Mas pee River. Mfrs . F'e rr'agamo has pre- <br /> sented <br /> re-sented a, petition bearing sufficient number of names for an article <br /> to appear on the Annual Town Meeting warrant to purchase land owned <br /> by River Ridge Company on the west side of the l ashpee River. She <br /> stated that she and Mr. McKay also present as members of the Mashpee <br /> Park Management Gormittee were appearing to seek the support of the <br /> Board of Selectmen for this purchase and its development. She des- <br /> cribed various methods of acquiring this parcel of 21.3 plus or minus <br /> acres which would hopefully involve no funding from the Town. On <br /> behalf of the Committee , Mrs .. erra.gamo also submitted a, proposed ballot <br /> questionfor the fall to allow exemption from the provisions of <br /> Proposition Tow and One-half,, o called, for the funds required to pay <br /> for the bond issua.nc'e . Selectman Lawrence stated that it is his opinion <br /> that the financial situation of the Town p at this timet does not allow <br /> the purchase of conservation land or any other lard for this fiscal <br /> year* He added that for this reason only, he is not disposed to support <br /> the proposed article . Mr. Hanson stated that he would reserve his <br /> comments to see how successful the Committee is in finding funding for <br />
