Board of Selectmen <br /> Regular Meeting <br /> Wednesday: March 4, 1987 <br /> Present: Chairman, Willard Hans ori; B. Tan Thomas ; Peter lawrence. <br /> Joseph Murphy, Executive Secretary, was also present. <br /> The Chairman convened the meeting at 7:25 . M- <br /> Selectwoman Thomas moved to accept the minutes of the regular and <br /> executive sessions held on February 25, 1987 and the Water Commission <br /> meeting head on the same date . lir. Lawrence seconded the motion. <br /> The vote was unanimous * <br /> APPOINTMENTS AND ARINS <br /> 1. Shellfish Commission re : 1987 Shellfish Regulations . <br /> The Shellfish Constable stated that -the regulations are basically the <br /> sane as the 1986 regulations with a few minor changes : 1 costs of <br /> the different permits were included but there are no changes in any <br /> of the costs ; 2 made the commercial scalloping season consistent with <br /> the Town of Falmouth since we share Waquoit Bay so that the season i <br /> changed from October 15 to October 1. Dragging opens on November 1; <br /> 3 in the 19 � regulations article IIJ it is stated "no hydraulic <br /> equipment ent shall be used except by special permit -ofthe Board of <br /> Selectmen; addition of eel regulations , "no potting of eels is <br /> allowed in Mashpee waters eels to be taken by spears only",, <br /> Mrs . Thomas inquired if any consideration to charge senior citizens <br /> a minimum of $1.00, or $2, 00, for their permit. Mr. Maxim replied, <br /> "In light of the Shellfish Propogation Account that has been sub- <br /> mitted for Town Meeting approval and approved by the Attorney General <br /> and passed b the General' Legislature , it was our opinion, at least <br /> in the first year encourage senior citizens that are using the' resource <br /> to �,ontribute to that account as it is a. tax-free donation for re- <br /> plenishment purposes . Approximately one-half of the licenses are <br /> given away free to senior citizens . " In response to a question- ,from <br /> Mrs. Thomas , the Constable stated, "I have received reports from all <br /> four gra.ntholders and all are meeting the State requirements . Some <br /> are working harder than othe.rs" . Mr. Maxim added, "Some are very <br /> actively working their grants and producing and some are not . we are <br /> scrutinizing them, we do rake them file reports annually". lir. <br /> Lawrence roved that the Shellfish Re ul .t� .on f a `19 8 � b a.d o p a, : . <br /> printed. I r. <br /> Murphy cited his memorandum of February 9. 187 to the Shellfish Con- <br /> stable and said that the Commission has met with Town Counsel. Mr. <br /> Maxim stated that there have been discussions between the Commission, <br /> the Town Accountant and the Town Treasurer very recently and , "it's <br /> now a matter of coming to resolution of the situation based on legis- <br /> lation <br /> e is-- <br /> la.tion and what the Town Accountant feels would satisfy the needs and <br /> the intent of this account" . It was agreed that the Shellfish Commission, <br /> Town Accountant and Town Treasurer would mutually pursue a, solution <br /> and report back to the Board of Selectmen, <br /> i <br /> i <br /> i <br />
