Ir'*­ Carter moved that Marie Scalley and Anna E. <br /> Tanney ill be -appointed to the Historical Commission for teras <br /> of three years respectively and further o, that Joan Avant Tavares <br /> e appointed to a one-year term. Mr. Gottlieb seconded the motion. <br /> The vote was unanimous , <br /> 7, Reguest for -Legal Services - Board of Appeals . This <br /> Board submitted a, request for legal services for an opinion by Town <br /> Counsel concerning a, Special permit and Variance for Algred Ba.fa.ro. <br /> The matter is detailed in a, letter to Town Counsel dated Mav 199 <br /> 1987 from the Board of Appeals , The Board of Selectmen briefly dis- <br /> cussed the frequency of requests for legal services by the Board of <br /> Appeals . Mrs Hanson pointed out that the number of requests for such <br /> services has substantially declined in the past year. Also, all such <br /> requests must be approved by the Board of Selectmen which is a, control <br /> factor. A majority of the Board was in agreement with this request. <br /> 8., septage. .Plants , Mrs . Thoma. stated that she had re- <br /> quested the Town Bla mer to prepare a memorandum to Town Counsel <br /> relative to the urgency of at ng on this rather. Mrs Fudala. Was <br /> present and stated that the memorandum which c he has prepared is a <br /> summary ary of the status of various negotiations on the sePtage treat- <br /> ment issue. He said, "The intention of the Board. of Health and our <br /> consultant, Weston and Sampson, is to recommend that therp s d <br /> number of sepitage treatment plants of individual developments be <br /> combined into a smaller number of plants particularly for mainten- <br /> ance purposes.- ... The urgency i -terms getting _some sort o either <br /> District or Town authorization to pursue sewage treatment through <br /> Town Meeting on July 27 , 1987: comes mainly from the negotiations <br /> with th. developers o those plants. Also, they want t move ahead <br /> with their projects. and they want an indication from the Town as to <br /> which war to go - whether or not to pursue this sub-regional concept, <br /> In order to made <br /> any application to DEE the Town or a Sewer District <br /> has to take over the responsibility of monitoring. There must e <br /> some typeiof Town agency to take over this situation. ve-r the iong <br /> term, it s planned to establish <br /> a. Sewer District.' The short-term <br /> recommendation is to have the Town itself be ;the agency working <br /> through an interim Board of Sewer Commissioners . The could make <br /> the necessaryapplications . District a ppn . Tf we pursue the Distric process which <br /> involves legislation and is a lengthy process , we stand o lose the <br /> opportunity of combining these plants .
