Numerous complaints have been received from Towns- <br /> People regarding trash dumping on their private property and along <br /> the roadsides . Members of the Board of selectmen agree that this <br /> illegal and irresponsible dumping has become a. serious problem and <br /> the situation was discussed In depth at a regular meeting of the <br /> Board of Selectmen on May 13v 1987 when it was decided to request <br /> a joint meeting with the Board of Health and attempt to resolve <br /> the various aspects , specifically, whether or not dumping outside <br /> of the landfill is the result of the very stringent rules and reu- <br /> g <br /> la.ti oris adopted by the Board of Heal recently. The Primary- pur-� <br /> poseo this meeting 's to resolve this matter as quickly as possible <br /> working within confines that may be applicable such as state law <br /> which is enforced by DEQE and/or other depart gents of t e�' ommon- <br /> wealt . It is the contention of Charles Buc ing aim t Chairman ma■n o <br /> the Board of Health, that the new rules and regulations for dis- <br /> posal at the Town landfill are the result of directives from BEE on <br /> what a. erials can be disposed of and how and imposing time con- <br /> straints for their storage at that facility. r. Buckingham stated <br /> that a. monies to meet the conditions for proper storage of materials <br /> such as batteries , tires , waste oil, etc . aro not available at this <br /> time and therefore cannot be accepted. In addition, monies are not <br /> available to pay qQntractors to haul such materials to other dis- <br /> pos a1 are as.. In his memorandum dated 'June 8. 1987, Mr. Murphy notes <br /> that Assistant Town Counsel has prepared articles which, i pproved <br /> may be inserted on the warrant for the July 27, 1987 Special -Town <br /> Meeting, The articles were submitted for response to the Board o <br /> Health, Department Of Public Works , Parks and Recreation Department , <br /> and the Conservation COmmission with responses forthcoming only from <br /> the Director of DPW and the Director of Parks and Recreation. The <br /> were submitted for review and response by the Executive <br /> secreta� <br /> on <br /> February 2 , I� The PW. and Parks and Recreation Department <br /> have <br /> approvedthe articles , <br /> The Dump operator stated that the Board. o Health has been <br /> citedb DEQE as being i violation their regulations on several <br /> occasions for improperstorage o restricted refuse materials <br /> He <br /> also stated that demolition materials have never been accepted o <br /> dumping at the landfill�`���. d t ~ p r <br /> g an that this is not a. recent regulation. <br />
