Chief Frye said that the State <br /> has provided funding for the physical i proves ents to the cells , <br /> but no appropriations have been made to pay the cost of providing <br /> a person who can check on the prisoners every fifteen minutes <br /> He described the physical modifications made which includes a time <br /> clock to ,be used to record that cell-block checks have been made <br /> in the time period proscribed. The memorandum described methods <br /> of accomplishing the cell-block checks all of which are unsatis- <br /> factory for reasons the Chief described. The Chief requested that <br /> the Board consider directing Town Counsel to initiate an action <br /> under Chapter 29 , Section 27C e ) of the Inas s , General Daws as "It <br /> appears that , only in this ray, can the Town be absolved of the <br /> statutory requirements of MoGeLe 40 S 36B until the state appropriates <br /> funding"which would alleviate the imminent serious fiscal, concern of <br /> Providing the required fifteen minute cell-block checks , Chief Frye <br /> said, "T e was a Bill before the Nouse that would provide five <br /> million dollars to provide this but I don't know how long it is going <br /> to be"* He said,, "If I go into my over-time accounts starting July 1, <br /> I don' t know if I'm going to be reimbursed by the state later on or, , ,, <br /> I know I' ll be coming up short".
