Thomas voted in favor of this motion, <br /> ion, <br /> 3. Massachusetts Municipal Association Pe : funding- for <br /> State and Local Legal Center. Mrs - Tor as explained that this <br /> Association is requesting cities and towns within the Commonwealth <br /> to make a one-time payment to the Legal Center "to enable it ' to <br /> continue advocacy of municipal interests before the U. S . Supreme <br /> Court" . In a letter dated June 3 , 1987 to the Board of <br /> Selectmen, Mr. Ferragamo noted his concern about a possible conflict <br /> of interest s itua.tion 'should he assist Housing .Authority attorney, <br /> Kathy Franklin, with the Comprehensive Permit Application hearing <br /> presentation which will be reviewed by the Board of Appeals on July 8, <br /> 198Ir. Ferragamo s the Charma.n of the Pl�.nin Board and the <br /> Design Review Committee of the Town. He is also the project architect <br /> and stated "I. also have a. financial interest in the outcome of the <br /> Comprehensive Permit hearing- process because of ray role as pro j e c t <br /> a.rchite c t, . In his letter, Mr. Ferragamo also stated, "Kathy Franklin <br /> feels that my input will be very important in explaining the archi- <br /> tectural and site planning aspects of this project to the Board of <br /> Appeals and the interested public on that evening. . .because of my <br /> role as project architect" . The Chairwoman said that she has dis- <br /> cussed <br /> is- <br /> cussed this situation with Town Counsel who noted that Mrs Ferragamo <br /> is a Special Municipal Employee . Mr. Carter moved that the Board of <br /> Selectmen authorize the Chairman o f the Board to certify, in writing, <br /> that it '.s in the best interest of the Torn to have Anthony Ferragamo <br /> assist the Housing Authority in their presentation for a. Comprehensive <br /> Permit Application on July 8, 1987 before the Board of Appeals . <br /> Ir. Gottlieb seconded the notion. Mr. Lawrence was absent and Mr. <br /> Hans ori. abstained from voting. Mrs '. Thomas voted in favor of this <br /> motion. Copy of this motion will be delivered to the Town Clerk <br /> and will be available for public review-, <br /> There being no further business to come before this regular meeting � <br /> of the Board of Selectmen, e . nnoti n made by Mr. Danson, seconded by <br /> Mr. Carter, and unanimous vote of members present the Chairwoman <br /> a.d j o urn e d this meeting at 9:40 P.
