y <br /> . Board of Selectmen <br /> Regular Meeting <br /> Monday, July 20 , 198" <br /> Present: B. Jean Thomas , Chairwoman; Jeremy Carter; Andrew Gottlieb; <br /> Willard Hanson. Joseph Murphy, Executive Secretary, was also present. <br /> The Chairwoman convened this meeting at P. M. <br /> Mr. Gottlieb amended the minutes of the Regular Meeting held on <br /> July 61 1987 to reflect that in the vote taken- to appoint Police Chief <br /> Curtis Frye as constable , he voted against the motion, with that <br /> amendment, Ir. Gottlieb moved that the Boal accept the minutes of the <br /> Regular Meeting of the Board of Selectmen held on July 6, 1987.. r. <br /> Hanson seconded the motion. The vote was unanimous . <br /> (Note: This meeting proceeded out of order of the agenda as scheduled. <br /> APPOINTMENTS AND HEARINGS <br /> 1. Civil Defense Director ree. Hazardous materials le is- <br /> .lation. Eugene Narr was present to discuss implementation of Title <br /> III Superfund Amendments and Reauthorization Act of 1986 which is <br /> designed to dea.l� with the problem of hazardous materials . Mr. Narr <br /> referred to a communication from Robert J. Boula.y, Director of the <br /> Massachusetts Civil Defense Agency and office of Emergency Prepared- <br /> ness in which Mr. Boulay sets' forth recommendations for the organi- <br /> zation of local committees for the State Emergency Response Commi- <br /> s s i on. list of suggested appointr ent positions was included in the <br /> com unication. Mrs Narr requested permission to appoint_l .tubers to <br /> a committee forthe Town of ashpee# Ir. Hanson and r. Gottlieb <br /> volunteered to represent the Board of Selectmen. Mr. Murphy agreed <br /> to serve on the committee as did Mr. - Narr. A Conservation Commi- <br /> ssion appointee will fill the environmental position, Mr. Narr will <br /> contact the Red Cross , State Representative Cahir,, and State Senator <br /> Doane to request their service on the committee.. Other suggested <br /> positions will be filled with appointments from within the various <br /> Town departments where pertinent. Mr. Narr will send a memorandum <br /> to all Department Heads outlining this legislation and requesting <br /> their compliance ce with the deadlinef r response t r. ul y. Local <br /> news mediawill be asked to participate. <br /> ID BUSINESS <br /> 1. Jet ski rentals on John's 'Pond. A memorandum n this <br /> subject and trespassing Complaint -2391 were submitted by Deputy <br /> Chief of Police Cooper detailing an incident whereby Miguel lopes , <br /> owner of water Sports 'Ltd. , Inc . , rented jet skis to an individual(s ) <br /> on an alleged private beach. On June 10 , 1987 , Mrs -Lopes appeared <br /> before the Board of Selectmen requesting permission to operate a. <br /> 'beach concessionfor the purpose of` renting various water.-sports <br /> equipment. Permission was denied at that time by the Board; however <br /> it was agreed that the ratter could be pursued through further dis. <br /> cussi n between Mrs Lopes and Wendy Rubin, Director of the Parks and <br /> Recreation Department.
