Joseph Murphy, Executive Secretary; Leslie-Ann <br /> Morse , Assistant To rn Counsel; and Joseph Reardon, Town Counsel, were <br /> also present. Mr. Danson entered the meeting at 3: 10 Pe . . <br /> Mrs . Thomas convened this regular me e ting at 3 : 00 P. M-. <br /> Nor. Gottlieb amended the minutes of the meeting held on July 16, <br /> 1987 so that the third Paragraph on Page Two reads , " r,., Lawrence <br /> rel <br /> Otera.ted that discussions with Fields Point Corporation. . . " <br /> Mrs . Thomas mended the minutes of July 16, 19 to include that <br /> her absence at that meeting was due to her attendance at another <br /> meeting, with hose amendments , Mr.. Gottlieb moved that the Board <br /> of Selectmen accept the minutes of July 16 , 19 and also to accept <br /> the minutes of the regular and executive sessions held on July 13 , <br /> 1987 and the minutes of the regular and executive sessions held on <br /> June 11 , 1987. Mr. Lawrence seconded the motion. It was a, unani- <br /> mous vote of those members present at that time . <br /> APPOINTMENTS AND HEARINGS <br /> 1. Town Counsel. Joseph Reardon, Esq. , Town Counsel was <br /> present as was Assistant Town Counsel, Leslie-Ann Morse. Ir. Reardon <br /> reviewed the Warrant for the Special Town Meeting to be held this <br /> evening. With regard to Article 24, Mr. Reardon stated that while a <br /> sketch of BrIoarwood is on file with the Town Clerk, a motion should <br /> be prepared to .include a, complete , detailed property. description. A <br /> precise recordable plan will also be necessary for recording in the <br /> Registry of Deeds , Mra Reardon also noted this necessity in his <br /> letter of July 27, 1987. with regard to Article 25, Mr. Reardon <br /> suggested amending the motion when it is moved at Town Meeting to <br /> tato construct a well and/or a. water distribution system" in the event <br /> that the T-4 well does not progress as aYa .�c..ipa.ted. Mr. Reardon said <br /> that if the Town does make an Eminent Domain taking, there should be <br /> an appraisal in hand. . .which is a requirement by law. It was de- <br /> I <br /> cJ.ded to hold out Article 26 until a price *s decided upon. Mrs <br /> Reardon verified that the plan for Article 18 has been filed with the <br /> Town Clerk. <br /> lir. Reardon spoke with regard to the land exchange between <br /> Prime Properties , Inc . and New S e abury C o rpora.ti,on and the Town, and <br /> also the exchange between Karl Mills and the Tawe stating that both <br /> issues will have to go before a, Town Meeting or} Special Town Meeting <br /> for ratification of previous action at Town Meeting in Marchp 1987. <br /> Ir* Reardon has drafted the language for these two articles <br /> Regarding South Cape Beach and the State , Mr. Reardon said <br /> that the issue of the addendum to the Memorandum' ' of Understanding i <br /> at a. standstill because t.o date n . -ag eer ent has been able to be <br /> reached with reference to the road layout, . .where it is going to be <br />
