I Board of Selectmen Regular Meeting Monday, July 27, 1987 Present: B. Jean Thomas Chairwoman; Jeremy Carter Andrew Gottlieb; t, 'eter Lawrence . Joseph Murphy, Executive Secretary; Leslie-Ann Morse , Assistant To rn Counsel; and Joseph Reardon, Town Counsel, were also present. Mr. Danson entered the meeting at 3: 10 Pe . . Mrs . Thomas convened this regular me e ting at 3 : 00 P. M-. Nor. Gottlieb amended the minutes of the meeting held on July 16, 1987 so that the third Paragraph on Page Two reads , " r,., Lawrence rel Otera.ted that discussions with Fields Point Corporation. . . " Mrs . Thomas mended the minutes of July 16, 19 to include that her absence at that meeting was due to her attendance at another meeting, with hose amendments , Mr.. Gottlieb moved that the Board of Selectmen accept the minutes of July 16 , 19 and also to accept the minutes of the regular and executive sessions held on July 13 , 1987 and the minutes of the regular and executive sessions held on June 11 , 1987. Mr. Lawrence seconded the motion. It was a, unani- mous vote of those members present at that time . APPOINTMENTS AND HEARINGS 1. Town Counsel. Joseph Reardon, Esq. , Town Counsel was present as was Assistant Town Counsel, Leslie-Ann Morse. Ir. Reardon reviewed the Warrant for the Special Town Meeting to be held this evening. With regard to Article 24, Mr. Reardon stated that while a sketch of BrIoarwood is on file with the Town Clerk, a motion should be prepared to .include a, complete , detailed property. description. A precise recordable plan will also be necessary for recording in the Registry of Deeds , Mra Reardon also noted this necessity in his letter of July 27, 1987. with regard to Article 25, Mr. Reardon suggested amending the motion when it is moved at Town Meeting to tato construct a well and/or a. water distribution system" in the event that the T-4 well does not progress as aYa .�c..ipa.ted. Mr. Reardon said that if the Town does make an Eminent Domain taking, there should be an appraisal in hand. . .which is a requirement by law. It was de- I cJ.ded to hold out Article 26 until a price *s decided upon. Mrs Reardon verified that the plan for Article 18 has been filed with the Town Clerk. lir. Reardon spoke with regard to the land exchange between Prime Properties , Inc . and New S e abury C o rpora.ti,on and the Town, and also the exchange between Karl Mills and the Tawe stating that both issues will have to go before a, Town Meeting or} Special Town Meeting for ratification of previous action at Town Meeting in Marchp 1987. Ir* Reardon has drafted the language for these two articles Regarding South Cape Beach and the State , Mr. Reardon said that the issue of the addendum to the Memorandum' ' of Understanding i at a. standstill because t.o date n . -ag eer ent has been able to be reached with reference to the road layout, . .where it is going to be
