Mr. Reardon said that the State has not responded to the <br /> issue of the installation of street lights or floodlights , or tele- <br /> phone <br /> ole- <br /> phone poles at the Town ianding which issue comes es under the MOU. <br /> Mr. Reardon discussed meetings between Town Counsel or <br /> Assistant Town Counsel and Department heads and said that it appears <br /> that Department Heads are not aware that they can meet with him o <br /> Thursday afternoons when he is at Town Hall. He suggested that the <br /> Executive Secretary send a memorandum to Department Heads informing <br /> them of his availability at that time. <br /> Regarding conflict of interest matters involving members <br /> of the Board and matters for discussion or action, Mr. Reardon a.d- <br /> vise.d that in these instances the member in conflict should not <br /> merely abstain From discussion or action, but should leave the rooms, <br /> for the dura.ti bre that the issue is before the Board, The Recording <br /> Secretary should not only record the abstention, but also that the <br /> member has left the meeting. <br /> Ms . Morse brought to discussion the question of how the <br /> Board of Selectmen would like to proceed with the Popponesset <br /> Bay Dredging project, particularly with regard to the Barnstable <br /> Portion of the project , Ms . Morse attended a. meeting with DEE <br /> last week and is expected to have an answer to DEE by July 3o, 1987. <br /> The Board of Selectmen agreed that Ms . hoarse should try to bring this <br /> matter to a settlement . Ms . horse expressed her strong opinion that <br /> the Town should have expert advice on several issues of this matter <br /> such as engineering and impacts o the dredging ori private property <br /> in the area. It was suggested that she contact Coastal Zone Manage- <br /> ment, discuss this further with the Boppo esset Bay Committee , and <br /> approaching Save the Bay, Inc . with the idea of having Braman take <br /> a. Zook at ghat ith it proposal is , for a, price. <br /> 2. Fire Department - Acting Fire Chief Chase . William H. <br /> Chase , c t ing Fire Chief, pe a.re d before the Board to report on and <br /> discuss service reduction of the Department ,ent , as requested. Acting <br /> Chief Chase also submitted a. written report on the matter dated <br /> July 23 , 1987a Acting Chief Chase stressed the greater risks to the <br /> public and the firefighters if the Department is forced to continue <br /> indefinitely with a. reduced staff. If the situation must continue <br /> due to financial restraints of the Town, Acting Chief requested that <br /> he be relieved of his duties as Acting Fire Chief and returned to his <br /> former position with the Department of Acting Lieutenant pending exam- <br /> ination. He Further requested that the the Board of Selectmen, by <br /> nature of its members , accept the full responsibility and liability <br /> for any injuries or deaths that may result from these staff reductions . <br /> Acting Chief said , "By presenting this document to you, it releases <br /> me from the responsibility of code that I am appointed under. . .you <br /> have been formally notified that if these outs are put in place , you <br /> would bear the responsibility" .
