Executive Secretary, Joseph Murphy, was present, <br /> The Chairwoman convened this meeting at 7 : 00 P. M. <br /> Mr. Gottlieb amended the minutes of the Executive Session e ld on <br /> August 10, 1987 by changinIg No. 2 of the proposed Agreement to read <br /> Five Hundred rather than Five Thousand. With that amendment , lire <br /> Gottlieb moved that the Board accept the minutes of the regular and <br /> executive sessions held on August 10, 1987. Mr. Carter seconded the <br /> motion. The vote was unanimous . <br /> APPOINTMENTS AND HEARINGS <br /> T. Zotigg B -law cha.n e . Robert E. Terry was present to <br /> request that the Board consider sporesor.ing an article for a. future <br /> Town Meeting which would allow the operation of a. day-care facility <br /> in an industrial zone . Currently, this is not permitted. Terry, <br /> Dunning.. and Ter'r'y, of which lir* f'err'y is a partner is seeking to <br /> provide such a, facility for employees and perhaps other residents in <br /> the community at their new location. Mr. Terry stated that he has <br /> invited the review of this matter and the proposed By-law law amendment <br /> of Town Planner, Thomas Fudala., and Town Counsel, Joseph Reardon. <br /> Mr. Lawrence roved that the Board of Selectmen accept the article <br /> and forward it to the Planning Board for their approval. lir. Gottlieb <br /> seconded the motion. The Grote was unanimous . <br /> LD BUS TNES S : . . <br /> 1'. Sewer Committee . Mr. Gottlieb reported that Scott <br /> cCas ell has expressed an interest in serving on the Committee . <br /> Mr. Gottlieb moved that the Board of Selec ren appoint Scott <br /> I cCa.s ell as a third member er of the Sever Committee . Mr. Carter seconded <br /> the motion, The vote was unanimous . <br /> 2. DEQE re : NOTICE OF INTENT TO PERFORM RESPONSE ACTION. <br /> The Chairwoman stated that a written communication dated August 14P <br /> 1987 has been received from Christopher Tilden, Chief? <br /> o DEQE <br /> Solid and Hazardous waste Sections with regard to Asher's Path and <br /> Summerwood Condominiums . In this letter, Mr. Tilden referred -to <br /> the agreement of representatives of the Town to conduct the next <br /> round of residential well sampling in the area during the week of <br /> July 14, 1987, samples to be analyzed by Barnstable <br /> County Laboratory.a orato� <br /> .fir. Tilden alleged that the Town failed to conduct the sampling within <br /> the specified time frame and that the letter is a formal l notification <br /> of DE E's intent to initiate response actions at these locations . <br /> Mrs * Thomas said that in the first response to DEQE by letter, the <br /> were informed that an arrangement had been made with the CountyHealth <br /> Department and the Board o Health 0 <br /> a ea th do the samplings Subsequently, <br /> the County Health Department reported that that Department was so <br /> back-logged that they couldn't do it and they did contact DEE with <br /> that informa.tion. Whereupon s DEE did the first round, she said <br /> that DEQE had been informed of this situation in writin • but that <br /> there appears •' <br /> pp e some confusion hence this communication unication from <br />
