. lk r S BOARD of FLCTIEWyMELrTIC MINUTES OF AUGUST 31 , 1987 MASHPEE TOWN HALL PRESENT: Selectman B. Jean Thomas, Selectman Will Hanson , Selectman Peter Lawrence , Selectman Andrew Gotleib and Selectman Jeremy Carter (Note : Selectman Carter arrived approximately 10 minutes after the meeting conenedS Sel . Hanson and Sel . Lawrence left the meeting early) . The Executive Secretary, Joseph Murphyq Town Counsel Joseph Reardon and Asst. Town Counsel , Leslie-Ann Morse were also present . Chairman B. ,dean Thomas convened the meeting promptly at 3:00 P .M. Acceptance of August 17 MinutesRegular Session Se l . Gotleib asked that it be indicated on page 2, item 3 of the Selectmen's minutes of August 1 , Regular Session , that the Board concurred with iters discussed. With that amendment , Sel . Gotlelb roved to accept the minutes of August 17, Regular Session . Sel . Lawrence seconded the motion . All present were in agreement . CLD BUSINESS: Communication From Town Counsel re : Article 13 March 23 STM Warrant The Executive Secretary stated that Town Counsel was forwarded communication and supporting documents relative to Article 13 of the March 23 Special Town Meeting Tarrant and that he asked him to discuss this with Bond Counsel , Henry Hall . A letter has been received from Leslie-Ann Morse , Asst . Counsel , with an opinion . l x Thomas commented that the important phase on this particular correspondence is having the $100 ,000 available . She indicated that in talking to Tor, the $100 ,000 is available any time the town wants it and it may change a situation i n terms of there would be money in the Donation Account . Sel . Thomas saidshe asked ed Tom to follow this up i n wr i t i ng to Town Counsel - With reference to the Town Accountant's memo of July 31 , the Executive Secretary stated that the concern he had was the phrase "F 871'-- cost of required bonding. el . Thomas commented that no one went out to borrow so there wasn't any and now we are in a new fiscal year . The Executive Secretary stated that his question concerns specific language of the motion where it said that the money could be used for FY'87 F '87interest and principal , el . Thomas said that they would defer this question to Town Counsel when he arrives. Leslie-Ann Morse pointed out that Counsel was t aking a call from Bond Counsel .
