r -4- <br /> Board of Selectmens Mtg. <br /> 1 nutes of August 31 1987 <br /> r <br /> With reference to Article 21 off-set receipts, the Executive <br /> Secretary said that it involves coming up with a budget , submitting <br /> it to the State Department of Revenue and giving what your receipts <br /> are and appropriating an amount of money for expenses. The receipts <br /> can be used to off-set expenses. The problem is that a budget has to <br /> e submitted to the Department of Revenue . The budget is in its <br /> early stages for the Water Commission and it will exceed the revenues <br /> that woul d be aai 1 abl a for th i s f i sal year. <br /> e l . Gotleib asked if they could take enabling action now or if the <br /> the budget had to be in before town meeting action? Se l , Thomas said <br /> that she thought you could, but the thing was the amount of money i <br /> a problem and not knowing what you are anticipating your estimated <br /> receipts ill be . Sel . Eotl e i b asked ed i f they could establish the <br /> account pending authorization and then work all that stuff out . The <br /> Executive Secretary replied that the town meeting actually estab- <br /> lishes the amount . He said that you need a budget before going to <br /> town meeting. <br /> l . Carter asked if the bottom 1 i n was that they don't know what <br /> the receipts will be; therefore , they cannot come up with a budget . <br /> Set . Thomas said that all they can do is estimate. <br /> The Executive Secretary said that was one thing and the second thing <br /> is that he cannot i n i ion any possible way that we can come up with <br /> those receipts in this next fiscal year. The Board agreed to <br /> indefinitely postpone this article . <br /> The Executive Secretary advised the Board that on Article 3, it i <br /> recommended by participants that the Board move it . The Executive <br /> Secretary went on to say that similar to article 3, the water <br /> commission had requested money for secretarial services through the <br /> balance of this fiscal year . He recommended the transfer ; however, <br /> asked the Board to note that the word "salary" was left out on the <br /> article . The question is whether the Board wants to seely the ten <br /> hours a week for the balance of this fiscal year or part of the <br /> fiscal a ar. It would i nol e 10 hrs. weekly at $7.03 an hour for 44 <br /> weeks. The Board was in agreement to cut the amount being requested <br /> t $1 ,547, <br /> With reference to Article 5 on the Rules and Regulations, the <br /> Executive Secretary said that he believed everything was okay and <br /> that it be approved as printed in the warrant . <br /> Regarding Article 6 for the Collective Bargaining Agreemen t for the <br /> Firefighters, the Executive Secretary recommended indefinite <br /> postponement as they did not reach a settlement with the bargaining <br /> unit . <br /> Article 7 on the Deficit , the Executive Secretary said that the Board <br /> is seeking to tale funds away from the out-reach Worker Account which <br />
