Sel . <br /> Thomas suggested scheduling a meeting to talk about issues. She said <br /> that alt has happened since the letter was received. All Board <br /> members were in agreement . <br /> Town Counsel res, Clarification of Article 13 STS! 3/27/87 <br /> The Executive Secretary► brought Town Counsel up to date on the issues <br /> discussed earlier in the meeting saying that the Town Accountant had <br /> indicated to the Board that one of the provisions was that the <br /> donation money was to defray. the issuance of debt account to draft F <br /> /87 cost of required borrowing. She questions the article and feels <br /> it may be mute. Town Counsel said that he thought they would have to <br /> have another town meeting vote correcting it . Sel . Gotleib asked if <br /> they had another town meeting correcting the FY'87 issuance costs, <br /> would the exemption election still be valid. Town Counsel said that <br /> they would have to redo that too. The Executive Secretary pointed <br /> out that the ballot question said "as approved by the March 23, 1987 <br /> town meeting'. <br /> APPOINTMENTS AND E f l hal <br /> 3:30 P.M3 ,- Mr . Tinsley of Insurance Cost Control <br /> The Executive Secretary explained to the Board that the Cape Cod <br /> Municipal Health Insurance Croup has ret for a number of years, He <br /> told the Board that Marilyn Farren represented the Board for the past <br /> meeting. Mr. Tinsley from Insurance Cost Control met with the Board <br /> and explained that the Cape Cod Health Croup has been looking into <br /> formalizing its purchase through health benefits for some time a and <br /> that his firm has had communication with the group for about fifteen <br /> months. About six months ago, they arranged for a state grant to <br /> seek some assistance for consultant services to determine if it was <br /> in its best interest to formalize as a legal entity and to purchase <br /> its health benefits in a more efficient and e4fective manner . The <br /> firm of which he is a member of and the firm of Connie Weller <br /> Associates was hired. The net result of their study and Miss <br /> Weller's study is that the Cape Cod Municipal Health Group , which i <br /> made up of eight towns, several regional school districts and several <br /> water and fire districts including seventeen governmental units, <br /> could reduce its costs substantially, stay with the same carrier <br /> (Blue Cross/Blue Shield at the moment) and stay with the sane <br />
