Board of Selectmen's Mtg. T <br /> Minutes of August 31 , 1987 <br /> benefits. The major reason was is that their purchasing power was <br /> being eroded because not being o formalized legal entity they <br /> couldn't tale advantage of different funding and insurance contracts <br /> which are available ars the market place even available wi th Blue <br /> Cross. Both studies recommended that they formalize . He told the <br /> Board that the group took a formal vote in May to go forward as a <br /> joint purchaser in health insurance , <br /> Mr . Tinsley told the Board that substantial legal counsel has been <br /> involved. The principal and president of his company, Attorney <br /> Roland Casavant , is the former general counsel of Massachusetts Group <br /> Insurance Commission who was there sixteen years and Deputy Agent <br /> Director als . Roland, in that capacity, was also one of the <br /> principal contributors to several of the Major sections of 328; <br /> particularly Section 1 , which allows a ,,point purchase of group <br /> health and l i fe coverage . Mr . Tinsley went on to say that Cape Cod <br /> Municipal Health Group iS Dnly dealing with health benefits; it i <br /> not dealing with life or dental . <br /> The group has accepted a purchasing agreement which Inas been reviewed <br /> by several attorneys. It has been ret with general acceptance and <br /> has been voted on by sixteen of the governmental units and accepted <br /> They have ret with Blue Cross-Blue i el d and as of last Wednesday <br /> they notified Blue Cross that as of November 1 , 1987 the group would <br /> be purchasingits insurance through an administrative insurance <br /> contract . The group is looking to have all seventeen original <br /> members as participants in the new program. All sixte.en members have <br /> signed and sent the agreement forward. Mr . Tinsley said that he was <br /> here to see if Mashpee has any additional questions and to encourage <br /> therm to join the group to participate as the seventeenth member . <br /> e l . Gotleib asked if there had been any attempt to broaden the group <br /> beyond the seventeen . Mr . Tinsley replied: "no" . He said that <br /> technically it is allowable in the future . Basically, what the group <br /> entails is two governing boards. One is a board of all seventeen <br /> members i th each member unit having one vote i #e . ent ry i l l e- <br /> Os er i l l e Fire District has one vote; Barnstable has one vote) . <br /> Within the seventeen member group , they have elected a Meering <br /> Committee i ch- i empowered to function on a day-to-day operating <br /> basis which consists of seven members. The seven membert memberare <br /> Barnstable, Falmouth , Dennis, arr outh Regional ,- Naus t Regional , <br /> Cape Cod Vocational Tech , Bourne Fire District and the Town of <br /> Yarmouth. All of the people on the Steering Groupq except for one <br /> person , was involved originall in the Cape Cod Municipal Health <br /> Group. He said there is no need for the group to enter an agreement <br /> with additional members; although it is allowable by a vote of two- <br /> thirds <br /> o- <br /> t irds of the seventeen member group . It is a large croup of t <br /> in premiums. There is no additional buying power by adding any <br /> one at the moment . <br /> Marilyn Farren commented that she was willing to recommend that the <br />
