BOARD of SELECTMEN <br /> MINUTES <br /> SEPTEMBER 21, 1987 <br /> PAGE . <br /> OLD BUSINESS cont inued <br /> Mr. Murphy recommended that this be handled in the same manner as it was <br /> in 1982 and 1983. <br /> The Board received a letter from the Public Works Building Committee <br /> stating that the punch list work has been completed and final bills have <br /> been paid. The ornmi'ttee also felt it was time to be disbanded. Selectman <br /> Gottlieb moved to disband the Public Works Building Committee. Selectman <br /> Carter seconded the motion. All were in favor. <br /> 7 Selectmen reviewed memoranda relative to the Water -Distribution System <br /> in the Tri-Town Circle/Horseshoe Bend neighborhood. <br /> Selectman Thomas stated the water was scheduled to be turned on Thursday <br /> morning but had been cancelled until we receive a -written opinion from Town <br /> Counsel.. <br /> Selectman Gottlieb stated he has spoken to Town Counsel who is in the process <br /> of waiting the letter. <br /> Also needed 'is certification from the Town. Accountant but this cannot be <br /> done until. the Town Accountant receives a written request from the Town <br /> of Falmouth, <br /> Selectman Thomas will call Dick Witt to see that this request is put in <br /> writing. <br /> Selectman Gottlieb roved to address a letter to the Water Commission, <br /> stating it is the opinion of the Board of Selectmen that 100 percent of the <br /> costs be assessed in betterments. - Selectman Lawrence seconded -the motion. <br /> Selectmen Hanson -and Carter -were also in favor, ' Selectman Thomas was <br /> opposed. <br /> Selectmen discussed filing the position of Conservation- Officer. - It was <br /> - agreed by Selectmen Thomas, Gottlieb, Hanson and Carter-.that the position be <br /> filled. Selectman Lawrence opposed. <br /> Mr, Murphy presented to the Board viable fiscal options. <br /> The first item discussed was the recommendation that $250,000 of free <br /> cash not be spent until -the Water District reimburses the Town its $250,000.. <br /> Mr: Gottlieb moved the Town reserve $250,000 from "free cash", as certified <br /> by- the Director of Accounts, in the event the Mashpee- W ter District fails <br /> to reimburse the Town this fiscal year thc..$250,000 owed the Town.. Selectman <br /> Lawr'enco seconded the motion. Mr. Murphy explained that -the purpose of <br /> the motion was to prevent the Town from entering -into a c eficit should the <br /> Water r District not reimbuse the--Town -in a timely- fashion.
