i <br /> BOARD of SELECTMEN (EMERGENCY' MEETING) <br /> MINUTES <br /> OCTOBER 18, 1987 - :00 P.M. <br /> PRESENT; Selectmen' Thoma , Lawrence, Hanson, and Gottlieb <br /> Joseph F. Murphy, Executive Secretary <br /> ABSENT: Selectman Carter <br /> 1. The Board of Selectmen conducted' an emergency meeting to develop positions <br /> of Selectmen relative to the 1988 annual town meeting. The Board was <br /> scheduled to- meet with the Finance Committee at 7:00 P.M. to adopt policies <br /> of the two groups relative to the annual meeting. <br /> Selectmen developed the following positions: <br /> A. operating and Capital budget requests should not be based upon <br /> proposition overrides or debt exclusions, "There are no <br /> presumption of an override." <br /> B. Department heads will be asked to sign a document aknowledging <br /> a receipt of budget and town meeting <br /> article - <br /> . The operation budget article (omnibus budget) will be among the <br /> first if not the first articles on the Annual Town Meeting <br /> warrant. The only articles that would precede it would be those <br /> directly relating to the omnibus. <br /> D. The Board of Selectmen does not want to prioritize departments. <br /> . Selectmen also decided to ask Town Counsol to adjst his schedule so that he <br /> is available full days on occasion in the next few months to work with <br /> department heads to finalize annual tern meeting articles. <br /> .3. The Board discussed the role of Selectmen in- the selection of a new fire <br /> chief. It was decided: <br /> A. To advise the Personnel Board that fundswould be made available for travel <br /> expenses of those from outside Massachusetts who are selected for in- <br /> terviews. <br /> B. The interview process would consist of a- to-member subcommittee of the <br /> Board of Selectmen and a two-member subcommittee of the Personnel Board. <br /> Also, Selectmen want no representative of the Firefighter's Union <br /> participating in the interview. <br /> C. To designate Mr. Lawrence and lair. Hanson as representatives of the Board <br /> of Selectmen on the subcommittee. <br /> .
