The Board of Selectmen and Finance Committee ret jointly to discuss and <br /> adopt policies relative to the 1988 annual town meeting. <br /> It was decided: <br /> A. At the Annual Meeting, voters will be told graphically the status <br /> of funds throughout the meeting. <br /> B. Departments and officials will be en dura ed to submit budgets that <br /> may reflect reductions in other areas. For example, the creation <br /> of a position in one department may- reduce expenses in another. <br /> C. The Board of- Selectmen will include on the next special town meeting <br /> warrant an article to amend the present Town by-law relative to <br /> placement of articles on the Annual Town Meeting Warrant. Selectmen <br /> want to place art.il. s on the Warrant in an order based on priorities <br /> established by Selectmen. <br /> D. All requests for appropriation must include a specific dollar amount <br /> in the Warrant to be published prior to Town Meeting. The articles <br /> as submitted need not include the dollar amount, as it is possible <br /> that a solicitation of bids is needed. However, all bids must be in <br /> and reviewed not later than March 25 so that on that date the article <br /> contains a specific dollar request. Without such .spe if i ity l, the _ <br /> article will be removed from the Warrant. <br /> E. The Finance Committee strongly encourages departments to submit <br /> articles when the budgets are submitted. <br /> F. When the Finance Committee reviews budgets, it also -will discuss <br /> articles. The Committee likely will attempt to include as line items <br /> in Operating Budgets requests that in recent years have appeared as <br /> separate articles. <br /> G. It is the intention of the Finance Committee and Selectmen to make <br /> .recommendations n all articles and to have these recommendations <br /> ,`printed in the document distributed at Town Meeting. The point <br /> ,printed <br /> at which these recommendations will be made. will be announced <br /> o that department heads can attend, if they so desire. Prior to that <br /> meeting, Selectmen say, department heads may submit one-page arguments <br /> in behalf of each article in advance; however, no oral arguments would <br /> be permitted at the meeting. <br />
