#F'F r <br /> t <br /> y <br /> BOARD of SELECTMEN <br /> MINUTES <br /> THURSDAY, MAY 25, 1989 <br /> PAGE THREE <br /> Selectman Hansen asked what the original responsibilities of the <br /> South Cape Beach State Park Advisory Committee were. <br /> M, Kirsner responded: The Agreement states the following: "that <br /> the committee shall continue to be responsible for making recom- <br /> mendations to the Department on such matters to include , but not <br /> limited to park management, and operation, rules and regulations , <br /> design of plan and review, The Department whenever possible, shall <br /> submit to the committee for review all architectural design plans , <br /> construction plans for facilities , including structures , waterways , <br /> and parking areas, in an effort to accomplish the project* The <br /> Department will include a clause in theproject' design contracts <br /> providing iding a periodic review by the committee <br /> �ttee during the duration of <br /> the contracts . The provisions of this agreement shall not be amended <br /> or chanced without the expressed consent and agreement of all parties <br /> thereto, except as othe wise provided in Paragraph 20, below. " <br /> Selectman Gottlieb stated that the question was , who does the Board <br /> want to represent it to enter into the serious discussions concern- <br /> ing the road from the park entrance to led Brook Road? <br /> rt I& LIN <br /> Selectmen Hansen stated that he thought if the. Board were' the <br /> powers 'to be, on this issue, they should he talking to the state <br /> as far as what should happen to that road. He stated further, <br /> 'cif you are an advisory committee, advising the state as to what <br /> u would like to !see inside and outside of i the park, you have done <br /> our job. if you cannot get there to more on the road, that is not <br /> our job, because it does beyond the scope of an advisory committee. �t <br /> decision of the Board f <br /> �f some pont �n time, � �. �t � the <br /> Selectmen, and if the committee ,has done j ut about everything <br /> they possibly can in expressing the views of the Selectmen a d <br /> the town, we would stop using that committee as a buffer, and coo <br /> directly to the state. <br /> M. Kirsner disagreed.. lir. Kirsner stated that he felt we had the <br /> ri g ht to pursue, and to try to pint into effect the recommendations <br /> we get from the Selectmen. <br /> Selectmen Lawrence added that if you feel , as the chairman, and if <br /> the committee feels , that you have the right under your charter to <br /> renegotiate with the state then you should do that. I think what <br /> we are interested in now, is coming up with a good plan, not deal- <br /> ing with a controversy between two committees. <br /> M, Kirsner stated that at the-is point,;_he-- felt that the committee <br /> should be permitted to pursue whatever they had to do within their <br /> realm, and that we, as a committee, would welcome your input in <br /> writing r as to what you want the MOU to include, and we will make <br /> every effort to consider it as being appropriate, and thea recom- <br /> mend it to the IE . <br />
