r
a
i
} BOARD OF SELECTMEN Page 2
MINUTES
MONDAYt JANUARY 79 1991
Weston and Sam son
DEP does not agree with the site of the landfill since there
was a plume found in the area, Weston and Sampson has reviewed this.
They feel the plume is roving across the landfill corner towards the
la.shpee River, Theme may also be a. second plume 'n the area. Weston
and Sampson Feel the refuse under natural conditions may flush itself
within a few years into the river,
Weston and Sampson will meet with DEP on January 22nd and 23rd
to respond to this situation and discuss the zone of contamination.
The area proposed for the septage treatment plant is to be located in
the north and west boundary of the landfill parcel. The possible
disposal could be located near the DPW property kettlehole.
The key issue is to separate with DEP, the groundwater contamination
area that is traveling southwest has no interaction with the future
septage facilities. It was noted that DEP was favorable of the area
until they learned of the groundwater contamination.
Selectman Carter made note of the firing range in the area used
by the Police force. The possible septage treatment facility was a.
known factor and if built, the Police may still be able to use the area.
Kevin Harrington Feels a. regional approach makes the most sense.
He suggests a small committee be formed to work with the town of Sand-
wich for this concern - to explore the options with both communities.
He has suggested a member from the Board of Health, Board of Selectman
and a. town representative be a. part of this committee, •ti
George Costa agrees. With increases in cost factors regionalizing
would save the taxpayers money. Mr* McQuaid commented on the purpose
of the meeting for the Board of Selectmen to issue a letter of support
for a. regional solution.
Selectman Carter would like to formulate a. small committee to
address these issues. With a. regional approach, there may be a greater
chance of obtaining the military site with the two towns involved.
Selectman Lawrence made the motion to accept the draft joint
resolution of the Town of l a.shpee and Town of Sandwich with the required
signatures from the Board of Selectmen.
Selectman Jacobson seconded the motion.
