ARD OF SELECTMEN Page <br /> MINUTES <br /> MON A , JANUARY 289 1991 <br /> Budget Discussion: <br /> time employees. Mr. Harrington is considering an automated <br /> lock system to benefit the cash flow from the clerk' s office. There <br /> is also a need to negotiate an agreement with the Water District <br /> o provide water district related services. <br /> Elimination of part-time Planner position has been recommended <br /> by Mr. Harrington. The position is vacant, but it is recommended not <br /> o fill this position at thistime, <br /> The reduction for the Shellfish Warden is also recommended for <br /> twenty hours per week reducing the position to half. Selectman Hanson <br /> recommends the position be more flexible such as - eight months on and <br /> four months off, Funding could be cut in half and more appropriate <br /> o fund for eight months of the season, <br /> Theme are no sugge-s ti ons yet to the reduction of the Conservation <br /> Commission Salary Account. Secretarial services or a combination of <br /> reductions could be done to reduce the spending b $5, 000 states <br /> Mr. Harrington. <br /> Ir. Coffey reports .e Conservation Commission relys on profession- <br /> al staff and. it Lb difficult 1 to meet statutory req iren s of the <br /> town by-law. The current secretary is knowledgeable and serves the <br /> ;town. Mr. Coffey feels it is unacceptable to loose $5, 000 in terms <br /> of meeting c ommi tren{t s i, <br /> Karry DesRosiers of the Conservation Commission noted the increase <br /> in activities of the Commission to be greater than o%. He had figures <br /> of the notices of intent increasing 95%, the determination of applicabil- <br /> ities a. 33% increase, hearings - 5% ,inerea.se, on site inspections 131 <br /> increase and pre-application consultation with an increase of 50%0 <br /> Selectman Jacobson. , a.de note of the $3000 that was taken from <br /> the budget of the Conservation Commission at last years town meeting <br /> that was never returned. Pat Coffey explained that it was money to <br /> -be added that was never added, but deducted therefore it was a. double <br /> dip. <br /> Selectman Gottlieb explained that with Mr. a.rring-ton' s recommended <br /> $5, 000 decrease it' s the Conservation Commissions choice of the deduct- <br /> ion which is a management decision of the controller of the budget. <br /> Kevin Harri&ngton' s preference is to make recommendations and <br /> present a balanced budget to the Board of Selectmen, This is the begin- <br /> ning, the impacts of reduction will not provide the same level of <br /> services. Some areas to be cut are specific, others are management, <br /> Selectman Carter has suggested Mr. Harrington meet with the <br /> department heads to discuss the reductions and priorities, Selectman' <br /> Gottlieb suggests for ground rules to be set to give the departments <br /> some direction. <br /> Given the economy this year and the dramatic out back in construction, <br /> Selectman Manson reports it should impact most of the departments and <br /> indicato the cut backs should start earlier than July the lst. This may <br /> impact to keep other departments alive for FY 928 <br />
