T <br /> I <br /> BOARD OF SELECTMEN Page 5 <br /> MINUTES <br /> ON DAY, JANUARY 28, 1991 <br /> Bud et Discussion: <br /> To be fair, Selectman Gottlieb suggest giving the departments <br /> time to provide alternatives to the budget prior to the meeting with <br /> the Finance Committees <br /> Carole Dunivan of the Finance Committee was present for the <br /> discussion. She has stated the Finance Committee is currently <br /> working on the budget concerning the major departments and would <br /> hope to meet with the Selectmen for discussion within two weeks. <br /> Selectman Gottlieb would like to meet with the Finance Committee <br /> to discuss the priorities and reflect philosophies. He would like <br /> the two Boards to be in agreement before raking a. general context <br /> to make the cuts. <br /> Selectman Lawrence agrees with Selectman Gottlieb to establish <br /> a meeting with Fin Com to discuss the philosophical area and use <br /> Kevin Harrington' s outline as a. basis for discussion. He feels it <br /> is difficult to discuss reductions at this time. <br /> George Costa also agree and would like to sit with the Board <br /> of Selectmen concerning the cutbacks, <br /> Deidre Greelish made note of the budget expenditures on page <br /> seven totaling $18,403, 519 and the budget line of $17, 341- 798 on <br /> page twenty. fir. Harrington explained the difference of projected <br /> revenue is for an overlay ccoun.t of $400, 000, $300, 000 in state - and <br /> county assessments, $50, 000 in a ta.x title account and $229, 000 in <br /> an account for payment of Cape Cod Regional Technical School which <br /> would make up the dif Terence of the two. <br /> Bill Jones spoke and feels the public should be a part of the <br /> decision making and a. party to initiate the cuts. With the' budget <br /> exceeding the limitations of prop 2-1-, the public should participate. <br /> Problems may be caused by over spending and the public may have <br /> bad reaction towards the selectmen if they are not responsible. He <br /> states our tax structure i s not out of line from other -towns and the <br /> democratic process should prevail, <br /> Selectman Hanson doesn' t disagree with Mr. Jones, 2-1 is not <br /> adequate to maintain the services and if it doesn' t happen this year <br /> it will happen next year. <br /> As requested by the Selectmen, Mr. Harrington has prepared a. <br /> level funded budget that is not based on overrides or exculusions. <br /> Selectman Gottlieb feels a level funded budget is a. good place to <br /> start. <br /> Selectman Gottlieb has recommended the Finance Committee meet <br /> with the Board as a single item agenda within the next few weeks <br /> to discuss the budget. It is- the consensus of the Board to meet with <br /> the Finance Committee to reflect philosophies and discuss priorities. <br /> Mr. Harrington will send a memo -to the Committee for a scheduled <br /> meeting date. <br /> The recommendation was made to reduce the Animal control to <br /> .8 FATE which would bring the full time position to four days reducing <br /> the service b 20%. <br />
