1 # <br /> AD OF SELECTS 'age 7 <br /> MINUTES <br /> MONDAY p JANUARY 2 , 1991 <br /> Budget Discussions <br /> The reduction of the Fire Department' s Salary Account by <br /> $25000 is also a position and recommended to be deleted by the <br /> Fire Chief. <br /> Eliminating the Arts Council Budget by $500 would bring no <br /> funding to this department. <br /> Mr. Harrington has recommended the School Department' s Budget <br /> be reduced by $164*000. The recommended level funded budget for <br /> the School Department is $5P186,000. <br /> Selectman Jacobson has recommended the Finance Committee institute <br /> a voluntary wage freeze on all town employees across the board. <br /> The negotiations with the unions may or may not be feasable and some <br /> of the other towns are facing the same problem. This may not make <br /> the cuts so severe in the departments,6 <br /> If this is the approach, Mr. Harrington would like the direction <br /> of the Board for consideration of a voluntary wage freeze with town <br /> employees. Selectman Hanson feels it should be all departments or <br /> none and the School Committee should also have the same direction. <br /> This is the consensus of the Board. <br /> To get an indication., from the School Committee, Dr. DeMo r'a� <br /> indicates letter from the Gffice of the Selectmen should be initiated. <br /> Selectman Jacobson does not want to see anyone loose their jobs. <br /> voluntary wage freeze for one year should -,.not effect them that much. <br /> Selectman Gottlieb also made the recommendation when meeting <br /> with the Finance Committee in the next few weeks to discuss Kevin' s <br /> scenario' s of reductions in FY 91 to carry into FY 92. Selectman <br /> Hanson agrees there are alot of avenues to address. <br /> Bill Jones feels to keep the employee at last year' s wage would <br /> .reduce the standard of living for an employee. If -the dollar '.s <br /> going to fall, prop 2j has nothing to do with a 6% increase* The <br /> problem is with the voters and payroll effecting the standard of living <br /> f town payroll. <br /> t 26 pam, Shel .fishHearing: <br /> The Shellfish ish C m aissionr has recommended for the Board to open <br /> the Management C lGs re Area, #3 in Popponesset Bay for shellf Shing. <br /> The soft shelled clam seed is heavy -set and the area has had two years <br /> to mature. There is approximately 95% maturation of the adult clam <br /> ready to harvest <br /> With kcceptance.it is recommended the area be reopened when the <br /> MA -Division of Marine Fisheries re-opens the area of upper popponesset <br /> Bay which is presently closed due to bacterial contamination. The <br /> opening would occur simu .taneously with the Div. of Marine Fisheries, <br /> The Mashpee Kiger area may remain closed. <br /> The motion was made by Selectman Gottlieb to approve the request <br /> of the Shellfish Constable in opening the Management Closure Area #3 <br /> when the DSA Division of Marine Fisheries opens the area. <br /> Selectman Jacobson secon-ddd the motion, The Board votes in favor. <br /> The vote is -o with Selectman, Lawrence stepping down for this hearing. <br />
