BOARD F SELECTMEN Page <br /> MINUTES <br /> IWONDAYO FEBRUARY 4o 1991 <br /> 8i'15 P*ipval _of the _Personnel Handbook: <br /> Kevin Harrington hopes to dstrlbut'e the handbook to all <br /> employee' s to maintain current personnel practices and policies <br /> In the Town. <br /> The motion was made by Selectman Lawrence to approve the <br /> Personnel Handbook as submitted by the Executive Secretary. <br /> Selectman Hanson seconded the motion. The motion is unanimous <br /> with the Board. The vote is -wo. <br /> Discussion with the AssessorsOffice: <br /> David Bailey was present to request a pay differential for an <br /> individual in the Assessor' s Office. With the reorganization of the <br /> Office and losing top employee' s, there is an .individual performing <br /> the responsibilities. <br /> Mr. Bailey reports there is money in the budget and consulting <br /> with the Personnel Board, the pay differential does not confUct. <br /> Jane Stockwell confirms the position is at a higher level now than <br /> it was, <br /> With the absence of an office manager in the Assessors Department, <br /> Mr. Harrington explained that Mr. Bailey began to reconstruct the vacancy <br /> with reclassification of the position in mind. He has hopes to upgrade <br /> the position and bring this before Town Meeting, <br /> Selectman, Lawrence 's not in favor of creating and funding a <br /> new position before the Annual Town Meeting. He feels many employee' s <br /> do Alot more work than they have planned. <br /> Selectman Manson agrees. With the job cutbacks and the economic <br /> situation, we cannot afford this, especially when creating a position <br /> and adding finds. He can understand the planning phase of the depart- <br /> ment especially with in house evaluations. <br /> Mr. Bailey is aware of the budget constraints, but the department <br /> has changed dramatically, With the betterments staggering, there is <br /> an increase of the workload of the department. he would like to give <br /> the employee what she has earned. <br /> Selectman Jacobson Feels they reed to get the bills out in a timely <br /> fashion. She questions if we should allow this if the work needs to <br /> be done? <br /> The motion was made by Selectman Jacobson to approve the pay <br /> differential for the individual in the Assessor' Office retroactive <br /> to November. Selectman Carter seconded the motion. <br /> Selectman Hanson and Selectman Lawrence are opposed to the motion. <br /> The vote is 2�-2 and does not carry. <br /> Southport s <br /> Selectman Carter requests an update from the Executive Secretary <br /> regarding Southport and the residents with deposits. <br />
