The motion was made by Selectman Lawrence to approve the Personnel Handbook as submitted by the Executive Secretary. Selectman Hanson seconded the motion. The motion is unanimous with the Board. The vote is -wo. Discussion with the AssessorsOffice: David Bailey was present to request a pay differential for an individual in the Assessor' s Office. With the reorganization of the Office and losing top employee' s, there is an .individual performing the responsibilities. Mr. Bailey reports there is money in the budget and consulting with the Personnel Board, the pay differential does not confUct. Jane Stockwell confirms the position is at a higher level now than it was, With the absence of an office manager in the Assessors Department, Mr. Harrington explained that Mr. Bailey began to reconstruct the vacancy with reclassification of the position in mind. He has hopes to upgrade the position and bring this before Town Meeting, Selectman, Lawrence 's not in favor of creating and funding a new position before the Annual Town Meeting. He feels many employee' s do Alot more work than they have planned. Selectman Manson agrees. With the job cutbacks and the economic situation, we cannot afford this, especially when creating a position and adding finds. He can understand the planning phase of the depart- ment especially with in house evaluations. Mr. Bailey is aware of the budget constraints, but the department has changed dramatically, With the betterments staggering, there is an increase of the workload of the department. he would like to give the employee what she has earned. Selectman Jacobson Feels they reed to get the bills out in a timely fashion. She questions if we should allow this if the work needs to be done? The motion was made by Selectman Jacobson to approve the pay differential for the individual in the Assessor' Office retroactive to November. Selectman Carter seconded the motion. Selectman Hanson and Selectman Lawrence are opposed to the motion. The vote is 2�-2 and does not carry. Southport s Selectman Carter requests an update from the Executive Secretary regarding Southport and the residents with deposits.
